HomeMy WebLinkAboutExecuted Task Order 10668.a DC WRRF Power System UpgradesTASK ORDER NO. 10668.a Under the MASTER AGREEMENT FOR PROFESSIONAL SERVICES BETWEEN CITY OF MERIDIAN (CITY) AND DC ENGINEERING (ENGINEER) This Task Order is made this�y of January, 2016 and entered into by and between the City of Meridian, a municipal corporation organized under the laws of the State of Idaho, hereinafter referred to as "City", and accepted by DC ENGINEERING, hereinafter referred to as "Engineer" pursuant to the mutual promises, covenant and conditions contained in the Master Agreement between the above mentioned parties dated September 1, 2015. The Project Name for this Task Order 10668.a is as follows: CITY OF MERIDIAN POWER SYSTEM IMPROVEMENTS PROJECT UNDERSTANDING This task order is for multiple tasks to improve the reliability of the electrical distribution system, installation including the following: • Task 1 Coordinate the underground installation with Idaho Power Company to correspond to up to 3 phases of installation of existing overhead to underground power distribution for increased reliability • Task 2 - Develop bid documents for the installation of a temporary engine generator at the existing Mechanical Building and potential engine generator at the Blower Building in case of long term power outage. • Task 3 — Development of Standard Operating Procedures (SOP) in case of long term power outage(s). SOP to include (1) power outage and transfer from existing on-site EG set (2) failure of on-site engine generators in existing EG building and/or on-site distribution failure that preclude use of 12.47kV IPC distribution system. • Task 4 - Training of plant maintenance and IPC personnel for operations of electrical facilities including development of switching schemes with permanent placards at key locations identifying the switching schemes for quick reference. While considering these tasks it is also realized that they impact other projects both currently in design and future related design projects that enhance the need for training for these systems. Each of these projects further enhance DEQ requirements for redundancy for mechanical & electrical systems. The following outlines the design services related to the defined scope. Task Order 10688.a WRRF Power System Upgrades Page 1 of 3 DC ENGINEERING SCOPE OF SERVICES Coordinate work with Idaho Power (IPC) to place the existing overhead lines within the WWTP for approximately these areas of the plant. Phases will be combined and exact locations will be defined upon approximately 30% design of Liquid Stream Project and determination of Headworks project direction. o South side of WWTP (Phase 1) o West side (Phase 2) o North side (Phase 3) • Help coordinate and facilitate training procedures and frequency as the unfamiliarity of IPC with the plant utility system contributed in slow response and restoration of plant power. • Develop switching schemes and signs for the operation of the switches by plant personal and provide training in proper switching procedures. • Consider and propose additional cost effective work that can be included now such as spare conduit installation to the West for future plant growth and build out as defined in the master plan. • Update the coordination study for areas affected by this project using SKM software. Deliverables • 90% review documents. • Construction documents incorporating review comments. • IPC drawings for construction and inclusion into the facility charge. Assumptions While preparing our scope of services and fee estimate, we have made the following assumptions: • Fees will be based on current rates contracted with the City of Meridian. • There are no reimbursable expenses expected associated with this project. TIME OF COMPLETION and COMPENSATION SCHEDULE The following schedule is based on a Notice to Proceed (NTP) from the City by January 2016 and anticipated completion of May 2016. A NTP issued on a different date will change the schedule accordingly. No compensation will be paid over the Not -to - Exceed amount without prior written approval by the City in the form of a Change Order. Any and all travel will only be reimbursed if pre -approved by the Project Manager, and only per the City of Meridian Travel Policy. Reimbursable expenses will be paid at cost and only if pre -approved by the Project Manager. Any travel and/or reimbursables paid will be paid as part of the Not -To - Exceed Task Order Total per the Compensation and Completion Schedule above.
