Pursuant to the
MASTER AGREEMENT FOR PROFESSIONAL SERVICES
BETWEEN
CITY OF MERIDIAN (OWNER) AND SPF WATER ENGINEERING, LLC (ENGINEER)
This Task Order is made this 15A day of January, 2016 and entered into by and
between the City of Meridian, a municipal corporation organized under the laws of the
State of Idaho, hereinafter referred to as "City", and accepted by (SPF WATER
ENGINEERING, LLC) hereinafter referred to as "Engineer" pursuant to the mutual
promises, covenant and conditions contained in the Master Agreement (Category 1A)
between the above mentioned parties dated October 1, 2014. The Project Name for
this Task Order 10550.a is as follows:

BACKGROUND AND PROJECT UNDERSTANDING
Meridian Well 9 is located north of Franklin Road, 'h mile west of Meridian Road. The well was
constructed in 1977 to a depth of 460 feet. In 1997, the well was deepened to 670 feet,
resulting in greater productivity and better water quality. SPF conducted a review of the well in
2009, and recommended replacement of the pump with a more efficient unit. Since that time,
we understand that the well has operated without significant issues, providing up to 1200 gpm of
high-quality water into Pressure Zone 2 of the City's municipal distribution system. City staff
have stated that there is currently adequate supply for Zone 2, with no foreseeable need for
increased capacity at the Well 9 site.
Well 9 is housed within an approximate 250 square foot structure built in the 1970s. This
structure is undersized by current City standards, and the City is considering an upgrade to the
facility. Before doing so, an evaluation of the likely useful life of Well 9 is appropriate, along with
an estimate of costs for the facility upgrade.
SCOPE OF WORK
The following work tasks are proposed.
Task 1 — Well Evaluation
SPF will conduct a review of the well, including analysis of recent water quality, production and
water level data. The suitability of the well for future use will be described.

We understand that a primary concern related to the well is the longevity of the low carbon steel
well casing. SPF will provide an opinion on the adequacy of the well casing and annular well
seal, the anticipated useful well life, and the ability to install liner in the event of a corrosion
failure of the casing. SPF will describe the potential future capacity should it be necessary to
install a liner in the well. Finally, SPF will compare the cost and useful life for the existing well
(with rehabilitation) versus the cost and useful life of a replacement well at the same site.
Task 2 - Well Facility Evaluation and Concept Design
SPF will review as -built plans and examine the existing well facility, and determine the
improvements and upgrades necessary to meet current standards for City of Meridian well
facilities. The work will include a site visit to examine and document existing facility conditions.
Buried pipe capacity between the well site and the 12 -inch water main on Franklin Road will be
evaluated.
The well lot will be examined to confirm that it is properly sized to meet current Idaho
Department of Environmental Quality requirements. If the lot size is deficient, the likelihood of
obtaining a waiver for a new well house facility will be discussed. The lot will also be evaluated
in terms of current zoning and City of Meridian Planning Department requirements.
The proposed improvements will likely include replacement of the well house structure, upgrade
of well house mechanical piping, site improvements such as paving and stormwater retention,
and security improvements. Following an initial determination of facility needs, SPF will meet
with City of Meridian Public Works and Water Department staff to go over proposed
improvements. City comments will be incorporated into a final conceptual design memorandum
that will describe proposed upgrades. We do not anticipate preparing conceptual design
drawings, but will describe anticipated upgrades with verbal descriptions, photographs, etc.
Task 3 — Cost Estimate
SPF will develop an opinion of probable costs for improvements, including well rehabilitation (if
warranted), well house replacement, and site improvements. The cost opinion can be used for
capital improvement planning and budgeting.
Task 4 — Technical Memorandum
The results of Tasks 1, 2, and 3 will be summarized in a technical memorandum. The
memorandum will include supporting data as appropriate.
TIME OF COMPLETION and COMPENSATION SCHEDULE
The following schedule is based on a Notice to Proceed (NTP) from the City by January 2016
and resulting in Technical Memorandum being completed by April 2016. A NTP issued on a
different date will change the schedule accordingly.

The Not -To -Exceed amount to complete all services listed above for this Task Order No.
10550.a is ten thousand dollars ($10,000.00). No compensation will be paid over the Not -to -
Exceed amount without prior written approval by the City in the form of a Change Order. Any
and all travel Will only be reimbursed if pre -approved by the Project Manager, and only per the
City of Meridian Travel Policy. Reimbursable expenses will be paid at cost and only if pre -
approved by the Project Manager. Any travel and/or reimbursables paid will be paid as part of
the Not -To -Exceed Task Order Total per the Compensation and Completion Schedule above.
