HomeMy WebLinkAboutTask Order 10679 A with CH2M Hill for SCADA System Merge TASK ORDER NO. 10679.A Pursuant to the MASTER AGREEMENT FOR PROFESSIONAL SERVICES BETWEEN CITY OF MERIDIAN (CITY) AND CH2M HILL ENGINEERS. INC. (ENGINEER) This Task Order is made this 5th day of April, 2016 and entered into by and between the City of Meridian, a municipal corporation organized under the laws of the State of Idaho, hereinafter referred to as "City", and accepted by CH2M Hill Engineers, Inc., hereinafter referred to as "Engineer" pursuant to the mutual promises, covenant and conditions contained in the Master Agreement (Category 7a) between the above mentioned parties dated October 1, 2015. The Project Name for this Task Order 10679.A is as follows: CITY OF MERIDIAN WATER & WASTEWATER DEPARTMENT SCADA SYSTEM MERGE PROJECT UNDERSTANDING The following Scope of Work describes the services that will be provided by the ENGINEER to: 1) Install current Wonderware licenses at the Wastewater Resource Recovery Facility (WRRF) for redundant object servers, data servers, and onsite workstations. 2) Upgrade the WRRF Wonderware application to version 2014 R2 Patch 01. 3) Merge the Wastewater Department Wonderware application with the Water Department Wonderware application. SCOPE OF WORK Administration Activities include contract administration, project accounting, CH2M Hill Health & Safety Plan preparation, project documentation, monitoring progress, periodic invoicing, closeout and archiving. Software Configuration To merge the two existing Wonderware galaxy systems, the ENGINEER shall provide the following services: • Coordinate the new topology with Wonderware sales representatives for a license merge of both facilities. It is assumed that the Water facility's licenses can be traded in for a discounted Historian, and possibly additional Platforms needed for the City- wide topology. • Install current Wonderware licenses at the WRRF for redundant object servers, data servers, and onsite workstations. • Upgrade the Wastewater Department Wonderware application to version 2014 R2 Patch 01. • Configuration strategy meeting with City staff to discuss approach, system disruptions, problem recovery strategy, implementation sequence and schedule. Engineer to provide meeting notes including action items and decisions. • Create topology drawing of merged system. • Coordination with City IT staff on inter-site connectivity and testing. • Modify Water Department templates and objects naming and containment to include the name identifier VTR" in order to easily differentiate between Water Department objects/templates and Wastewater Department objects/templates. (Note: this does not preclude future migration to a common set of objects to be used by both facilities) • Restructure the merged Wonderware galaxy and reconfiguration of alarm displays. • Modification of deployment structure including redundancy configuration for Water Department object servers and data servers. • System demonstration meeting with City staff to confirm merge results prior to deployment at the site. • System deployment. • System review and training for SCADA administrators. Deliverables • Configuration strategy meeting agenda and summary. • Merged galaxy topology drawing • Implementation plan • Project schedule Task Order 10679.A Water&Wastewater SCADA System Merge Page 2 of 5 CH2M Hill Engineers,Inc. • Backup files of initial Wastewater Wonderware galaxy, initial Water Wonderware galaxy, and final merged galaxy. REIMBURSABLE EXPENSES • None anticipated ASSUMPTIONS • Wonderware programming for this project will be done remotely from the site over a period of up to eight weeks. No onsite edits, other than in emergency situations, will be allowed by City staff, 3rd party contractors or ENGINEER during this period in order to prevent loss of edits. • Water Department Wonderware galaxy to be upgraded to version 2014 R2 Patch 01 by others. • Water Department Wonderware galaxy consists of: o 450 application objects (7 currently in error) o 4 computers (Object Server/Galaxy Repository, Historian, HMI1, HMI2) o 3 platforms o Approximately 30 custom defined graphics in the graphic toolbox o 8 root areas o Approximately 4000 I/O data points defined. o 2 HMI applications ($MeridianWaterHMI, $MeridianWaterLobby) • Modification to Wastewater and Water galaxies will be limited to edits required for merging of the applications. • Wastewater objects and templates naming will not be changed. • Wastewater and Water Historians shall remain stand alone and continue to run independently. Each site will continue to have its own Historian and pair of redundant object servers (and own HMI). Redundancy between the Historians will be tested on the inter-site network, and if the bandwidth is not greatly impacted then the implementation will remain. If the bandwidth between the sites appears to not accommodate the Historian redundancy, then it will not be included. • Inter-site network connectivity and network configuration to be completed by others. • Onsite software implementation will not begin until merged system demonstration has been successfully completed by ENGINEER. System readiness means that Task Order 10679.A Water&Wastewater SCADA System Merge Page 3 of 5 CH2M Hill Engineers,Inc. a temporary version of the merged galaxy has established communications with one test PLC program for Wastewater and Water and that City staff have approved the graphics demonstration. • ENGINEER shall provide temporary PLC and computer for system demonstration. • City staff will be available for coordination and assistance during software testing. TERMINATION If, through any cause, ENGINEER, its officers, employees, or agents fails to fulfill in a timely and proper manner its obligations under this Task Order, violates any of the covenants, agreements, or stipulations of this Task Order, falsifies any record or document required to be prepared under this Task Order, engages in fraud, dishonesty, or any other act of misconduct in the performance of this contract, or if the City Council determines that termination of this Task Order is in the best interest of CITY, the CITY shall thereupon have the right to terminate this Task Order by giving written notice to ENGINEER of such termination and specifying the effective date thereof at least fifteen (15) days before the effective date of such termination. ENGINEER may terminate this Task Order at any time by giving at least sixty (60) days notice to CITY. In the event of any termination of this Task Order, all finished or unfinished documents, data, and reports prepared by ENGINEER under this Task Order shall, at the option of the CITY, become its property, and ENGINEER shall be entitled to receive just and equitable compensation for any work satisfactorily complete hereunder. Notwithstanding the above, ENGINEER shall not be relieved of liability to the CITY for damages sustained by the CITY by virtue of any breach of this Task Order by ENGINEER, and the CITY may withhold any payments to ENGINEER for the purposes of set-off until such time as the exact amount of damages due the CITY from ENGINEER is determined. This provision shall survive the termination of this Task Order and shall not relieve ENGINEER of its liability to the CITY for damages. TIME OF COMPLETION and COMPENSATION SCHEDULE The following schedule is based on a Notice to Proceed (NTP) from the City by April 2016 and resulting in Tsk Order Completion by June 2016. A NTP issued on a different date will change the schedule accordingly. COMPENSATION AND COMPLETION SCHEDULE Task Description Due Date Compensation 1 Administration • June 2016 $3,700.00 Task Order 10679.A Water&Wastewater SCADA System Merge Page 4 of 5 CH2M Hill Engineers,Inc. 2 Software Configuration • June 2016 - $22,650.00 • TASK ORDER TOTAL: $26,350.00 The Not-To-Exceed amount to complete all services listed above for this Task Order No. 10679.A is twenty six thousand, three hundred fifty dollars ($26,350.00). No compensation will be paid over the Not-to-Exceed amount without prior written approval by the City in the form of a Change Order. Any and all travel will only be reimbursed if pre-approved by the Project Manager, and only per the City of Meridian Travel Policy. Reimbursable expenses will be paid at cost and only if pre-approved by the Project Manager. Any travel and/or reimbursables paid will be paid as part of the Not-To- Exceed Task Order Total per the Compensation and Completion Schedule above. CITY OF MERIDIAN • CH2M . -NGINEERS, INC.
