Dear Planners:
Joint School District No. 2 (dba West Ada School District) has experienced phenomenal student growth
in the last ten years. Nearly every high school, middle school, and elementary school throughout the
district is operating at or over capacity. Approval of the Creason Creek Subdivision will have an impact
on school enrollments at the elementary, middle school and high school levels in West Ada School
District. Based on U.S. census data, we can predict that these homes, when completed, will house 27
school aged children.
West Ada School District supports economic growth. However, growth fosters the need for additional
school capacity. Revenue support from developers of new residential subdivisions for the purchase of
the school sites necessary to serve the proposed subdivision is required. West Ada School District
estimates the revenue required for the purchase of future school sites is $830.00 per new home
constructed. The approval of Creason Creek Subdivision will create the need for $28,220 in revenue to
purchase the school sites this subdivision will require. In lieu of these sources of revenue, the district
will accept the donation of land appropriate for a school site. Such a site would need water and sewer
service availableand prior to the commencement of construction, the district will need to pass a bond
issue for the construction of schools.
Residents cannot be assured of attending the neighborhood school as it may be necessary to bus
students to available classrooms across the district. We ask that you require the developer to provide
safe walkways, bike baths and safe pedestrian access for our students. School capacity is addressed in
Idaho code 67-6508. Future development will continue to have an impact on the district's capacity.

RE: H-2016-0022 CREASON CREEK SUBDIVISION
The Idaho Transportation Department (ITD) has reviewed the referenced final plat application for the
Creason Creek Subdivision south of US-20/26 (Chinden Blvd.). ITD has the following comments:
1. ITD has no objection to project and does not require any mitigation.
2. This project does not abut the State highway system.
3. The City is reminded the US-20/26 Corridor is already congested. This project will increase
the number of vehicle trips in the corridor. ITD has no current funding assigned to widen US-
20/26.

Nampa & Meridian Irrigation District (NMID) has a Land Use Change Application currently
on file in the process of reviewing and will withhold further continent until we have finished.
This project affects two (2)NMID facilities. The Creason Lateral with a minimum: easement
of sixty feet (60'); twenty feet (20') left, and forty feet (40') right from centerline facing

downstream; and the District's Five Mile rain with an easement of one hundred feet (100');
fifty feet (50') from centerline each direction,
All private laterals and waste ways must be protected. All municipal surface drainage must be
retained on-site. If any surface drainage leaves the site, NMID must review drainage plans.

Dear Mr. Unger:
Enclosed please find a Land Use Change Application for your use to file with the Irrigation
District for its review on the above -referenced development. If this development is under a
"rush" to be finalized, I would recommend that you submit a cashier's check, money order
or cash as payment of the fees in order to speed the process up. If you submit a company
or personal check, it must clear the bank before processing the application.
Should this development be planning a pressure urban irrigation system that will be owned,
operated and maintained by the Irrigation District, I strongly urge you to coordinate with Greg G.
Curtis, Water Superintendent for the Irrigation District, concerning the installation of the
pressure system. Enclosed is a questionnaire that you must fill out and return in order to initiate
the process of contractual agreements between the owner or developer and the Irrigation
District for the ownership, operation and maintenance of the pressure urban irrigation system.
If you have any questions concerning this matter, please feel free to call on me at the District's
office, or Greg G. Curtis, at the District's shop.
