Olivetree at Spurwing Subdivision
Time Extension Narrative
Spurwing Limited Partnership hereby applies for a fifth time extension to obtain the City Engineer's
signature on the final plat for the Olivetree at Spurwing Subdivision. Annexation and zoning (AZ -
06 -043) were approved by the Meridian City Council on February 20, 2007 (Ordinance No. 07-
1333). The Development Agreement (Instrument No. 107119572) was signed by City Council on
August 14, 2007. The Final Plat for Olivetree at Spurwing Subdivision was approved on May 27,
2008. The construction plans were approved by Meridian Public Works, Idaho Transportation
Department and Ada County Highway District. The Idaho Transportation Department has
completed improvements for the US 20/26 (Chinden Boulevard) — Ten Mite Road intersection
located southwest of the property.
An 18 -month, administrative time extension was granted to obtain the City Engineer's signature,
with the plat due to expire on August 20, 2010. A second time extension of 18 months was
approved by the Meridian City Council on August 24, 2010, with the date of February 20, 2012, to
obtain the City Engineer's signature on the final plat. A third time extension of two years was
granted, making February 20, 2014, the date by which the signature of the City Engineer must be
obtained. A fourth time extension was granted by the Meridian City Council on March 11, 2014,
making the new date for signature by the Meridian City Engineer February 20, 2016.
Significant modifications to the overall SpurWing development were required with improvements
to US 20/26, including relocation of the primary access and extensive landscaping modifications.
With construction along the corridor completed, current market conditions are considered favorable
for the applicant to complete processing of the plat and construction of the subdivision at this time.
Construction plans are nearly complete and will be submitted within the next month. The applicant
requests an additional two-year extension to obtain the signature of the City Engineer, to
February 20, 2018. The project meets or exceeds current City Code and will be a valuable addition
to the City of Meridian.

Per Unified Development Code (UDC) 11 -5A -5D, the applicant for all applications requiring a
public hearing (except for a UDC text amendment, a Comprehensive Plan text amendment
and/or vacations) shall post the subject property not less than ten (10) days prior to the hearing.
The applicant shall post a copy of the public hearing notice of the application(s) on the property
under consideration.
The applicant shall submit proof of property posting in the form of a notarized statement and a
photograph of the posting to the City no later than seven (7) days prior to the public hearing
attesting to where and when the sign(s) were posted. Unless such Certificate is received by the
required date, the hearing will be continued.
The sign(s) shall be removed no later than three (3) days after the end of the public hearing for
which the sign(s) had been posted.
