Please accept this letter as the required written narrative regarding the project. Bach Subdivision encompasses approximately 13.996 acres located at 3400 East River Valley Street in Meridian, Idaho. The property is split by the Finch Lateral (South Slough), with the portion north of the lateral carrying the C -G zone and the portion south of the lateral carrying the R-40 zone. The south portion is already developed with multi -family housing known as The Regency at River Valley Apartments, and the north portion presently has Conditional Use Permit approval for the second phase of the multi -family development (CUP -14-001). The purpose of this application is to split the property into two (2) lots so that the developer can finance the properties separately. The site carries a Comprehensive Plan designation of Mixed Use - Residential. The attached plats, as well as existing and approved future uses for the site, are in accordance with this land use designation. The southerly portion of the project present has public street access to East River Valley Street and Records Road, which will continue. The northerly portion will have access via the future extension of Records Road, which Centercal presently has under design. In light of this, roadway improvements are not proposed as a part of this project. Construction plans have not been submitted with the proposal, as site improvements will be designed and completed as a part of the CUP project referenced above. This property has shares within the Nampa & Meridian Irrigation District, which will be utilized to provide pressure irrigation to the project. The project will have its own system, and formal details for ownership and maintenance of that system will be determined as the CUP project progresses into final design. We are not aware of any concerns in regards to public services in the area, as the addition of new multi- family units within an existing mixed use area will not greatly impact available public services. Further, this project will not create excessive additional requirements at public expense for public facilities and services because services will be supported by property taxes and/or fees paid directly to the service providers. At this time, there are no known health, safety, or environmental problems that currently exist or that will exist as a result of this development.
