"We", not you have made the financial investments in our homes here. Many homeowners here are just starting to gain the value back in their homes after a rough economy and crashing home values. Now our own city government wants to devalue our homes again by changing a commercial zone to multi -family apartments. This also means for all of us a huge increase of traffic through our neighborhoods, much more noise, and more renters... ugh. I, as many of my neighbors, are completely against this degradation of our neighborhood. Do each of you have apartments in your backyard? I don't think so. Amazing, this comes after the election and not before. Believe me when I say we will remember your names next election, however this turns out. The original Annexation and Development Agreement was approved in 2006. The plan then and now goes through a public process. The landowner must make application to the city for approval of any changes to the last approved document. A public hearing that is posted (a sign placed on the property) and noticed (mailing to property owners within 300' radius) is held and the plan is either approved or denied. The process is open to the public and the records from the process are all public records. In 2008, Knighthill applied to make changes to their Development Agreement but dropped the process. Then in 2013 they submitted a new plat that was approved. Currently, Lot 1 Block 2 is approved for a 30,000 sq. ft. commercial building. When a landowner proceeds with an modification application you have the opportunity to review the submitted application and provide oral/written testimony during public hearings. The city council will make a decision based on the proposal, comments, and city and state laws and ordinances. If they allow Modification of the Development Agreement (MDA) then the property owner will need a Conditional Use Permit (CUP) which would go before Planning and Zoning. The developer has the option of submitting each application separately or concurrently. A decision on the CUP application will be contingent on the approval of the MDA application. As you see, it is a public process open for your input. No new decisions have been made prior to the public hearing. Our Community Development Staff have the application and have worked with the landowner. You have a right to see the documents that have been submitted. The city planners will make a recommendation to city council and you too are able to ask questions, submit documentation, and comments at the hearing or in writing. I have copied Josh Beach who is the planning staff member assigned to this project, if you have any additional questions.
