Task Order 10050 B with Mountain Waterworks for WRRF Centrate Modifications
TASK ORDER NO. 10050.B Pursuant to the MASTER AGREEMENT FOR PROFESSIONAL SERVICES BETWEEN CITY OF MERIDIAN (OWNER) AND MOUNTAIN WATERWORKS, INC (ENGINEER) This Task Order is made this; day of January, 2016 and entered into by and between the City of Meridian, a municipal corporation organized under the laws of the State of Idaho, hereinafter referred to as "City", and accepted by (MOUNTAIN WATERWORKS, INC), hereinafter referred to as "Engineer" pursuant to the mutual promises, covenant and conditions contained in the Master Agreement (Category 2A) between the above mentioned parties dated October 1, 2014. The Project Name for this Task Order 10050.13 is as follows: CITY OF MERIDIAN WRRF Centrate Modifications Design Project PROJECT UNDERSTANDING The Engineer's scope of services, time of completion and compensation shall be as set forth herein. This Task Order is for professional engineering services to assist the City with preparing bid documents to construct two new centrate storage tanks with provisions to modify the existing centrate pumping system at the City's WRRF. SCOPE OF WORK Engineer will prepare design documents suitable for bidding and construction of the referenced project. As described in the Centrate Modifications Preliminary Engineering Report (PER), the existing centrate storage tank is corroded and has reached the end of its useful life. Additionally, the current system is not optimized for nutrient removal due to limited control of centrate return into the treatment facility. Engineer and the City reviewed the project PER and it was decided to construct two new below grade concrete storage tanks and utilize the existing centrate pump station for centrate return to the RAS pump station. Centrate from the dewatering building will flow by gravity utilizing new yard piping into the tanks. The tanks will include covers for future odor control provisions, liquid level monitoring, hydraulic mixing, and automatic control valves. Piping and controls within the existing centrate pump station will be modified to allow pumping from the new centrate tanks to the existing RAS pump station. This project will design the control system to facilitate the new tanks, including the addition of a new PLC, development of new HMI screens, and PLC programming to provide process control. Engineer shall perform the following tasks as part of this work effort. • Define preferred method to complete the work. • Prepare bid documents for DEQ approval and construction. • Assist with answering questions during bidding. • Provide construction oversight and coordination with other consultants. • Respond to questions during construction. • Complete final walk through and project acceptance. Project deliverables include: • Draft bid documents for City review and approval • Final bid documents for DEQ approval and construction • Meeting notes and project as-builts/final acceptance • Updated O&M manual insert for the centrate storage and pumping system The anticipated schedule is as follows: • Draft bid documents to City — within 90 days of receipt of Notice to Proceed • Final bid documents to City— within 30 days of receiving City comments • Bid schedule approximately 30 days • Construction schedule approximately 120 days ASSUMPTIONS The following tasks are not included within the scope of work: • Environmental assessments • Hydrology and hydraulic studies • Permitting • The City will provide necessary geotechnical information for design • Site survey TIME OF COMPLETION and COMPENSATION SCHEDULE The following schedule is based on our project understanding and scope of work described above and is based on a Notice to Proceed (NTP) from the City by January 2016 and resulting in Final Design being completed by June 2016. A NTP issued on a different date will change the schedule accordingly. No compensation will be paid over the Not -to -Exceed amount without prior written approval by the City in the form of a Change Order. Any and all travel will only be reimbursed if pre - approved by the Project Manager, and only per the City of Meridian Travel Policy. Reimbursable expenses will be paid at cost and only if pre -approved by the Project Manager. Any travel and/or reimbursables paid will be paid as part of the Not -To -Exceed Task Order Total per the Compensation and Completion Schedule above.
