Dear Ms. Watters:
This letter is in response to the Village Apartments Staff Report for the November 5, 2015
Meridian Planning and Zoning Commission hearing. Under the Landscaping requirement on page 10, a
35-foot wide street buffer is recommended to be landscaped along N. Eagle Road with the first phase of
development and prior to issuance of the first Certificate of Occupancy for the site. The applicant
respectfully requests the condition for a landscaped buffer along N. Eagle Road be modified to be
installed with the adjacent commercial development. We will install the pedestrian pathway and lighting.
The site is designated C-G zoning and an existing Development Agreement requires mixed use.
To comply with the zoning and Development Agreement requirements the 16.62 acres site has been
planned for multifamily residential rental housing and commercial. The residential is designed to be
located on the Eastern portion of the property away from Eagle Road with the Commercial on the
Western portion adjacent to Eagle Road. This layout buffers the residential housing from the noise and
traffic on Eagle Road with the Commercial use.
Due to the complexity and nature of commercial development, the residential phase will be
developed first. Commercial uses require specific designs dependent on the type of service or product
provided. Therefore, the commercial development cannot occur until a user for the space has been
identified. Not to mention developing the buffer along Eagle Road at this time would be inefficient, as
much if not all of the improvements would have to be removed or suffer damage at the time the
commercial improvements are undertaken.
To minimize expense and wasted work for the development of the commercial lot we request that
the requirement for landscaping along Eagle Road be postponed until the time that the commercial is
undertaken.
