Pursuant to the
MASTER AGREEMENT FOR PROFESSIONAL SERVICES
BETWEEN
CITY OF MERIDIAN (OWNER) AND CH2M HILL ENGINEERS, INC (ENGINEER)
This Task Order is made this day of September, 2015 and entered into by and between
the City of Meridian, a municipal corporation organized under the laws of the State of Idaho,
hereinafter referred to as "City", and accepted by CH2M HILL ENGINEERS, INC, hereinafter
referred to as "Engineer" pursuant to the mutual promises, covenant and conditions contained
in the Master Agreement (Category 7a) between the above mentioned parties dated
September 18, 2012. The Project Name for this Task Order 10611 is as follows:

PROJECT UNDERSTANDING
The following Scope of Work describes the services that will be provided by the ENGINEER to
integrate the controls for two new and one existing sewer lift stations with the Plant Control
System (PCS). The three lift stations are referred to the Oaks, the Landing, and Overland
Park.
SCOPE OF WORK
Project Management
The purpose of this task is to manage, coordinate and lead ENGINEER's Team activities and
perform administration of the project execution and quality reviews. ENGINEER will provide
the resources necessary for project initiation and management throughout the project.
Activities include contract administration, project accounting, Health &Safety Plan preparation,
project documentation, monitoring progress, change management, periodic invoicing, and
closeout and archiving. The effort associated with these functions is based on a three (3)
week duration from City -issued notice -to -proceed for completion of the tasks described herein.

Software
The PLC and HMI software applications will be configured to Owner standards.
ENGINEER shall provide the following services:
• Database configuration. Database shall be used for generating PLC tags, HMI objects,
and testing documentation.
• PLC Programming:
o Master PLC located at the WWTP (PLC2) shall be modified to include the
signals listed in Table 1.
• HMI Programming:
o Create new process graphics, control pop -ups, trends and alarming for three
pump stations.
o Lead a 1 hour workshop with the City for review of draft HMI graphics. The
City's comments will be incorporated prior to onsite software modifications.
• Win 911 Programming:
o Modify existing Win911 software for dial -out alarms associated with the
project.
• Historian Programming:
o Add Historian tags for signals associated with the project.
• Software Testing:
o Execute Site Acceptance Testing (SAT) to confirm that the new automated
monitoring functions meet Owner requirements.
• Final Documentation
o Provide a software operation manual to instruct operators how to use the
control system graphics for system operation. Includes screen shots of the
new and revised HMI graphics, and written operating instructions.
• Existing Code Removal
o Deletion of existing code at the Landing existing lift station.
Deliverables
• Software test documentation forms for signature by a City representative authorized to
witness and approve successful test completion.
• Updated PLC2 program.
• Updated Wonderware HMI application
• Updated Historian tag database export
• Updated Win911 program

REIMBURSABLE EXPENSES
• We plan to complete all onsite work with local staff. No reimbursable expenses are
expected.
ASSUMPTIONS
• Signal monitoring, alarming and historical logging shall be provided. No control
functions are included in this scope.
• Lift station PLC programming for this project to be completed by others.
• Radio installation, programming, testing and startup for this project to be completed by
others.
• PLC2 modifications are based on the signals listed in Table 1.
• PLC2 programming will be done in a similar manner to the Whitestone Lift Station code
currently installed in PLC2.
• PLC2 programming will be completed by ENGINEER staff in Corvallis, OR via remote
network connection.
• HMI programming for this project will be done remotely from the site. Programming will
be done in a similar fashion as the WWTP Aeration PLC Replacement project in
accordance with the City of Meridian HMI programming standards.
• New HMI graphics will be developed using Wonderware System Platform Objects
similar to those used on the Aeration PLC Replacement project.
• Win911 modifications will add up to 20 new alarms.
• The total effort for onsite software testing includes up to 3 person days at the site.
• Onsite software testing will not begin until radio system startup is completed, lift station
PLC programming is completed and the field equipment is ready for use.
• City staff will be available for coordination and assistance during tag assignments and
software testing.
• Owner will provide range information for all analog signals.
TIME OF COMPLETION and COMPENSATION SCHEDULE
The following schedule is based on a Notice to Proceed (NTP) from the City in September
2015 and resulting in task order completion within 21 days. An NTP issued on a different date
will change the schedule accordingly.

The Not -To -Exceed amount to complete all services listed above for this Task Order No.
10611 is fifteen thousand, one hundred dollars ($15,100.00). No compensation will be paid
over the Not -to -Exceed amount without prior written approval by the City in the form of a
Change Order. Any and all travel will only be reimbursed if pre -approved by the Project
Manager, and only per the City of Meridian Travel Policy. Reimbursable expenses will be paid
at cost and only if pre -approved by the Project Manager. Any travel and/or reimbursables paid
will be paid as part of the Not -To -Exceed Task Order Total per the Compensation and
Completion Schedule above.
