Re: REVISED SITE PLAN FOR WALGREEN'S APPLICATION

Per Item 46 on the February 1" City Council agenda, continued hearing for Conditional Use Permit
application for the Walgreen's site and separate multi -tenant pad, attached is a copy of a revised site
plan for your review and action. There are two modifications from the previous proposed site plan:
(1) removal of the north driveway accessing Carol Street, and
(2) elimination of all parking along the north boundary line and eight stalls along the east
boundary, north of the Locust access drive.
The Applicant, on their own initiative, has chosen to remove the proposed ingress/egress access and
choker to Carol Street on the north boundary. This access drive was never a requirement of either
the City or ACRD; it was referenced in the ACHD report but only if the Applicant requested the
Carol access (see items 1.16 and 1.17 of the 12/23 P&Z Recommendation). Curb, gutter and
sidewalk will still be constructed along Carol. As proposed on the revised plan, the City's minimum
parking requirement for the Walgreen's site is met (76 stalls required and 76 shown). The number
of required parking stalls is exceeded on the multi -tenant office building site.
A revised landscape plan reflecting this proposed change has not been submitted yet. Attached is the
landscape plan for the previous site plan, the only future change being a continuation of the 20 -foot
landscape buffer, berm, and block wall along the full length of Carol with no access drive. Should
the Council recommend approval, Staff will require an updated, detailed landscape plan be submitted
at the time of building permit application.
Additionally, the Applicant submitted and the City has accepted a Vacation application to vacate the
existing public utilities and drainage easements along the interior lot lines of the four subject lots in
Doris Subdivision. This application has been placed on the February 8'h P&Z Commission meeting
agenda. They also intend to submit a Lot Line Adjustment application which will locate both the
Walgreen's building and the future commercial building on separate legal lots.
All other suggested amendments from my January 181h memo regarding the P&Z Commission
Recommendation to City Council still stand. There are no modifications to the Annexa+/o„
application.

We recommend that stormwater be pretreated through a grassy swale prior to
discharge to the subsurface to prevent impact to groundwater and surface water
quality. The engineers and architects involved with the design of this project
should obtain current best management practices for stormwater disposal and
design a Stormwater management system that is preventing groundwater and
surface water degradation. Manuals that could be used for guidance are:
1) State Of Idaho Catalog Of Stormwater Best Management Practices For
Idaho Cities And Counties. Prepared by the Idaho Division Of
Environmental Quality, July 1997.
2) Stormwater Best Mm gezrient Practices Guidebook. Prepared by City Of

Re: Proposed Walgreens " 3/ ( —102
We the undersigned residents, representing a majority of the owners of property in the Doris Subdivision,
recommend denial of any proposed development that would include any traffic ingress or egress onto the
interior residential streets within Doris Subdivision. The restrictive and protective covenants prohibit
any commercial traffic ingress/egress onto Carol Street.
We would also oppose any prospective business that intends to operate before 7:00 a.m. and after 10:00
p.m. and /or carries on delivery practices that would be offensive to the immediate residents.
In summary we realize that growth is an important part of our community but we would like serious
consideration given to the protection of our property values and quality of life. We do not feel that this
proposed development in its existing form is compatible with the existing residential property.
