Meridian Transportation Commission
June 1st, 2015
Council Chambers — Meridian City Hall • 33 East Broadway Ave., Meridian, Idaho
1. Meeting called to order at 3:30 pm and Roll taken:

2. Adoption of the Agenda
Motion by McGee and second by Ballard to approve the agenda — all ayes — motion carried.
3. Approval of Minutes from May 4th, 2015 Meeting
Motion by Lewis and second by McGee to approve minutes — all ayes — motion carried.
4. Old Business Items
a. Transportation Projects Update
Caleb supplemented the information included in the packet by highlighting the Pine Ave. Meridian
to Locust Grove Project and also included Main Street Broadway to Pine project as it relates to
MDC. The City and MDC Board are having the downtown business association get together to talk
about the scope and partnerships and who is doing what as the project moves into design. Last
week ACHD had a work session with staff and the project manager to revise the scope for an
approval to do a full rebuild of Pine; staff will be back to the next meeting with more details. Caleb
mentioned that the interchange task force will be meeting in July with ITD staff. There are some
new elements that the city is stepping up to help make the interchange more attractive with some
landscaping, a design feature on the barrier rail, and a "welcome" sign that is similar to the reader
board sign that is out on Meridian Road at city hall.

b. Roadway Lighting Letter Follow-up
Austin Petersen shared a revised letter that addressed the recommendations and request of the
Commission. Additional suggestions and comments were made by Commissioner Lewis and
Lancaster regarding "urban arterials" and if it was appropriate to pay for lighting as money for
transportation projects is limited already. Some tweaks to the letter were agreeable.
Motion by Ballard and second by McGee to send the letter onto City Council, with the changes
discussed — all ayes — motion carried.
c. Stoddard Road — Support Letter and History
Caleb gave the Commission an update on the Bear Creek Support letter that was sent to ACHD
from the Mayor supporting the neighborhood enhancement to fully improve Stoddard Road. Caleb
also explained the history on why Stoddard is fully improved in some areas, but not others due to a
change at ACHD policy and impact fee eligibility for collector roadways.
S. New Business Items
a. Chinden Boulevard Corridor Study
Caleb spoke to the Commissioners about the corridor study that ITD began in 2005, describing
the scope of the study. The Commission watched a video on Continuous Flow Intersections. Caleb
also encouraged the Commissioners to attend some up -coming meetings that ITD staff is having on
the corridor study.
b. Staff Communications
A memo was prepared for the Commission; Caleb mentioned that Commission Waldher had
resigned and recruiting for his replacement was underway.

c. Eagle Road Speed Limit Update
d. VRT Transit 101
e. Meridian Middle School Crosswalk at 8"' Street
The Commission removed Meridian Middle School Crosswalk at 8th Street from the agenda until/if
Mrs. Owens can attend a future meeting. The Commission requested that Mrs. Cynthia Gibson be
invited to a future meeting to present on the non-profit, Idaho Walk -Bike Alliance.
7. Next Meeting Date: July 6th, 2015

Motion by Pipal and second by Ballard to adjourn — all ayes — motion carried.
