RE: AZ-15-012 / PP-15-019 VILLAGE APARTMENTS
The Idaho Transportation Department has reviewed the referenced annexation, zoning, conditional
use, and development agreement application for the Village Apartments at 2600 & 2700 N. Eagle
Road. ITD has the following comments:
1. ITD has no objection to the requested application. The project does not generate any more
trips than anticipated under the Comprehensive Plan.
2. No access is requested and none is approved with this application.
3. Applicant must apply for and receive an approved Right-of-Way use permit prior to doing any
work or activity within the highway Right-of-Way. Please have the applicant contact Shona
Tonkin at 334-8341 for this permit.
4. No trees are allowed within ITD Right-of-Way. Only planting of forage, plants, grasses,
flowers, and shrubs with a mature height not to exceed 3 feet will be allowed.
5. No rocks over 4 inches maximum size will be allowed in the ITD Right-of-Way.
6. Irrigation systems shall be no closer than 5 feet from the pavement edge and shall be adjusted
so as not to cause water to cover any portion of the highway pavement.
7. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State highway
system.
8. IDAPA 39.03.60 governs advertising along the right-of-way of any State highway system.

Dear Planners:
Joint School District No. 2 (dba West Ada School District) has experienced phenomenal student growth
in the last ten years. Nearly every high school, middle school, and elementary school throughout the
district is operating at or over capacity. Approval of the Village Apartments Subdivision will have a veru
significant impact on school enrollments at the elementary, middle school and high school levels in West
Ada School District. Based on U.S. census data, we can predict that these homes, when completed, will
house 269 school aged children.
West Ada School District supports economic growth. However, growth fosters the need for additional
school capacity. Revenue support from developers of new residential subdivisions for the purchase of
the school sites necessary to serve the proposed subdivision is required. West Ada School District
estimates the revenue required for the purchase of future school sites is $830.00 per new home
constructed. The approval of Village Apartments Subdivision will create the need for $278,880 in
revenue to purchase the school sites this subdivision will require. In lieu of these sources of revenue,
the district will accept the donation of land appropriate for a school site. Such a site would need water
and sewer service available, and prior to the commencement of construction, the district will need to
pass a bond issue for the construction of schools.
Residents cannot be assured of attending the neighborhood school as it may be necessary to bus
students to available classrooms across the district. We ask that you require the developer to provide
safe walkways, bike baths and safe pedestrian access for our students. School capacity is addressed in
Idaho code 67-6508. Joint School District No. 2 is currently operating beyond capacity. Future
development will continue to have an impact on the district's capacity.
