RE: Proposed Property Boundary Adjustment for parcel S 1213141935 located at 725 S. Meridian Rd.
(PBA -09-003).
Dear Mr. Romo:
On April 21, 2009, the Meridian Planning Department received an application for a property boundary
adjustment for the property referenced above. The application was deemed complete on April 24, 2009
when the additional record of survey copies were submitted to our office. Our review of the application
revealed that the record of survey was actually recorded prior to submittal of the application.
Prior to executing record of surveys, the appropriate city process requires that a property boundary
adjustment application be reviewed and approved by the Planning Department before it is submitted to
the Ada County Assessor's Office to be recorded. This is to ensure that the adjustments comply with all
city code requirements and to prevent the creation of illegal nonconforming lots.
The record of survey recorded as instrument # 108105256, complies with the Unified Development Code
(UDC) 11-613-8. However, upon research and review of the parcels, the City GIS layer depicts three
separate parcels. Parcel 51213141931 is owned by ACHD and parcels 5 1213 14193 5 and 51213141951
belong to Kirk Redlin. This three parcel split is further supported by the quitclaim deed recorded as
instrument # 108129749. UDC 11-613-81) prohibits property boundary adjustments from increasing the
original number of properties. Therefore, while the boundary description for Kirk Redlin Parcel 1 and the
record of survey are compliant with city code, the deeds depict an illegal parcel split. This situation can be
remedied by filing a lot combination at the Ada County Assessor's Office for parcels S S 1213 14193 5 and
51213141951.
Please complete the following steps after filing a lot combination with Ada County Assessor's Office per
UDC 11 -6B -8C2:
a. Execute and record the necessary deeds to accomplish the property boundary adjustments as
approved.
b. Obtain new tax parcel numbers from the Ada County Assessor, and,
c. Provide copies of the recorded deeds, and the new tax parcel numbers to the Planning Director.
Upon receipt of these items the application shall be complete.
d. The applicant or owner has one year to complete the above conditions of approval.

I reviewed the boundary adjustment for the Redlin property. Since it's already recorded there isn't much on which
to comment. I did notice on the GIS map that, instead of a simple lot line adjustment, it looks like a third parcel
was created. I suspect the wrong legal description was used by the county when this information was inputted
into the GIS database. I'll leave that to others to determine.

During the acquisition phase of the Meridian Split Corridor Phase I project it was determined that the property to
be purchased by ACHD adjacent to Mr. Redlin's Photography Studio would include all of the existing parking.
A portion of ACHD property adjacent and to the south of Redlin property has been deeded to Kirk Redlin. The
intent of this transaction is to provide Mr. Redlin with parking lost due to the acquisition of right-of-way for the
Meridian Split Corridor Phase I project.
