Victory Rd, Meridian, ID 83642 Restoration Dear City Services Agent, On the surface, restoration work to the City's easement on my properly is completed satisfactoril –T do have two (21 related health and safety concerns (noted below) stemming from subsurface restoration work however. To my knowledge neither myself nor the City's inspections Team members have had the opportunity to view the final installation and preparation of subsurface work done by subcontractor Jordan Coil(sp) on late afternoon of Thursday July 171h. That is, "final" grading before sod was laid or the sprinklers tested. Generally, what looks done on the surface now though is an excellent improvement and restoration! That is due in large part in my view to the efforts of the City's field staff to meet easement stipulations. From the start when I approached Dev Svcs about landscape repairs to damaged easement areas, from which I'd been blocked from making, all at City Hall "listened" and were professional and helpful. Specifically Chief Inspector Joel Muesch exhibited considerable initiative, professionalism and even- handedness I believe to address my concerns and work with the developer's contractor to bring about a positive and timely conclusion to easement restoration. That said, and my general satisfaction expressed, my 2 concerns are about subsurface grading /levels at 1) home wellhead area, and 2) at the Victory Rd berm area. 1) Runoff from the easement area AND the raised elevations of Tradewinds#1 &2 surrounding my property appear likely to drain towards and possibly contaminate my well as "final" graded on July 17th. • Sprinkler watering this weekend to sustain sod placed with the hurried final grading, confirms that "easement' runoff floods the domestic wellhead area. • Was gunite sealing used around this wellhead areae I will take well samples now and periodically to monitor water quality for human/home use. 2) Insufficient fill didn't restore the the Victory Road berm grading/height on my corner as requested. • The reduced elevation and slope effectively creates a "ramp" for eastbound traffic to realistically "launch" into my yard or even the corner of my house— just 3 car lengths distance from the road. • This creates a new, undesirable safety is not present before utilities construction. • In my opinion this unnecessary risk to my property and human safety is significantly reduced with tree and fill barrier re-establishment to pre -construction conditions. Those two concerns aside, my kudos to Mr Newell and Tradewinds for a quality development AND to the City's Development Services staff for helping create an excellent neighborhood! 6RusTsdell 208 884-5305 cc: Don Newell 'C' tN !<1 447 USAA
