FP-00-016 ORDER OF CONDITIONAL APPROVAL OF FINAL PLAT This matter coming before the City Council for Final Plat approval pursuant to Meridian City Code § 12-3-7 on September 19, 2000, and the Council finding that the Administrative Review is complete which has included certain comments and conditions as stated in a letter to the Mayor and Council from Shari Stiles, Planning and Zoning Admiru'strator, and Bruce Freckleton, Assistant to City Engineer, listing 7 General Comments and 18 Site Specific Comments, which are herein found fair'and reasonable, and that a representative of the Planning and Zoning Admim'strator, commented at the hearing, and the Council having considered the requirements of the preliminary plat the Council takes the following action: IT IS HEREBY ORDERED THAT: ORDER OF CONDITIONAL APPROVAL OF FINAL PLAT FOR PACKARD ESTATES SUBDIVISION NO. 4 (FP-O0-016) - 1 The Final Plat of "PACKARD SUBDIVISION NO. 4" as evidenced in Plat bearing the Engineer's stamp dated 08-27-00, TEAI.EY'S LAND SURVEYING, PACKARD ESTATES DEVELOPMENT, L!C, Developer, is Conditionally Approved subject to those conditions of Staff comments as set forth in the Memorandum to the Mayor and City Council from Bruce Freckleton, Assistant to the City Engineer, and Shari Stiles, Planning and Zoning Administrator, dated September 1, 2000, listing 7 General Comments and 18 Site Specific Comments, a true and correct copy of which is attached hereto marked Exhibit "A", and consisting of three pages, and by this reference incorporated herein, with the additional requirements as follows, to-wit: 1.1 Fire Chief, Kenny Bowers, requires that all codes will need to be met; that streets, street name signs, and hydrants will need to be installed before building is started; and that all common lots will need to be kept dear of trash and weeds. 1.2 The Nampa & Meridian Irrigation District requires that a Land USe Change/Site Development application be filed for their review prior to final platting. All laterals and waste ways shall be protected. All municipal surface drainage shall be retained on site. If any surface drainage leaves the site, the Nampa & Meridian Irrigation District shall review the drainage plans. The developer must comply with Idaho ORDER OF CONDITIONAL APPROVAL OF FINAL PLAT FOR PACKARD ESTATES SUBDIVISION NO. 4 (FP-00-016) -2 Code 31-3805. It is also recommended that irrigation water be made available to all developments within the Nampa St Meridian Irrigation District. The final plat upon which there is contained the Certification and signature of the City Clerk and the City Engineer verifying that the plat meets the City's requirements shall be signed only at such time as: a. The Plat dimensions are approved by the City Engineer; and b. The City Engineer has verified that all off-site improvements are completed and/or the appropriate letter of credit or cash has been issued guaranteeing the completion of off-site and required on-site improvements. From: Mayor and City Council Bruce Freckleton, Assistant to City Engineer Shari Stiles, Planning & Zoning Administrator Re: Request for Final Plat Approval for PACKARD SUBDIVISION NO. 4 by Packard Estates Development, LLC - 38 Residential Building Lots and 1 Common Area Lot - (FP-00-016) We have reviewed this submittal and offer the following comments, as conditions of the application. These conditions shall be considered in full, unless expressly modified or deleted by motion of the Meridian City Council: SITE SPECIFIC COMMENTS: Applicant is to meet aH terms of the approved preliminary plat and development agreement. Applicant has indicated previously that the pressurized irrigation system within this development is to be connected to the existing system within Packard Subdivision. The common areas within the development will be subject to City of Meridian water assessments for the domestic backup. o Compaction test results must be submitted to the Meridian Building Department for all lots impacted by filling. The design of drainage areas shall ensure that water is retained only during major storm events for a maximum 24-hour period. o Street signs are to be in place, water system shall be approved and activated, pressurized irrigation system approved and activated, drainage lots constructed, fencing installed, and road base approved by the Ada County Highway District prior to any building permits being isSUed. Landscaping shall be installed prior to obtaining certificates of occupancy. o Applicant shall be responsible to construct a six-foot-high, permanent perimeter fence along property boundary, except where the City has expressly agreed, in writing, that such fencing is not necessary. Fencing is to be in place prior to applying for building permits. Mayor and City Council September 1, 2000 Page 2 Please change the reference at the northeast corner of Lot 4, Block 10 to read ... SUBD. NO. 3 8. Revise, delete or add the following notes: (9.) ...shall be a minimum of-I-;400 1,600 square feet in size... Add "EAST ¼ CORNER, SECTION 5" reference to the appropriate point on the face of the plat. 10. Graphically depict 10-foot-wide Public Utilities, Drainage and Irrigation easements along side lot lines that will parallel pressurized irrigation main lines. 11. Graphically depict five-foot-wide Public Utilities, Drainage and Irrigation easements along the following lot lines: The north lines of Lot 33, Block 4; Lot 27, Block 9; Lot 16, Block 9; Lot 4, Block 10; and the southwesterly side of Lot 38, Block 4. These lines are side lot lines against existing phases of Packard Subdivision. 12. Detailed landscaping plans for all common areas, including species, size, quantities and locations, and pedestrian walkwaYs must be submitted for approval to the Planning & Zoning Department prior to City Engineer signing Final Plat. 13. Lots 4 & 6, Block 10, and Lot 25, Block 9, don't meet the minimum 80 feet of street frontage required in an R-4 zone. Please make appropriate adjustments to adjacent lots in order to provide the required frontage on these lots. 14. Lot 14, Block 10, does not meet the minimum 40-foot chord requirement for a culdesac lot. Please make appropriate adjustments to adjacent lots in order to comply with City Ordinance. 15. Add "Front Orientation of House" arrows to Lot 24, Block 10, towards N. Justin Way and to the plat legend. This is required due to less than minimum lot frontage on E. Moog Way. 16. Sanitary sewer service to this project will be via the existing mains that traverse through the adjacent phases of this development. Applicant will be responsible to construct the sewer mains to and through this proposed development. Subdivision designer to coordinate main sizing and routing with the Public Works Department. Sewer manholes are to be provided to keep the sewer lines on the south and west sides ofcenterline. 17. Water service to this site will be via an extension of an existing main installed in prior phases of this development. Applicant will be responsible to construct the water mains to and through this proposed development. Subdivision designer to coordinate main sizing and routing with the Public Works Department. Mayor and City Council September 1, 2000 Page 3 18. Design of sidewalks adjacent to roadways shall provide a minimum of five feet clear area, exclusive of mailboxes. Previous phases of this development have large mailbox structures constructed within the walkway area. GENERAL COMMENTS: o Any existing active irrigation/drainage ditches crossing the property shall be tiled per City Ordinance 12-4-13. The ditches to be piped should be shown on the site plans. Plans will need to be approved by the appropriate irrigation/drainage district, or lateral users association, with written confirmation of said approval submitted to the Public Works Department. No variances have been requested for tiling of any ditches crossing this project. Any existing domestic wells and/or septic systems within this project will have to be removed fi.om their domestic service per City Ordinance Section 9-1-4 and 9-4-8. Wells may be used for non-domestic purposes such as landscape irrigation. One-hundred-watt, high-pressure sodium streetlights will be required at locations designated by the Public Works Department. All streetlights shall be installed at subdivider's expense. Typical locations are at street intersections and/or fire hydrants. Submit a "Final" letter fi.om the Ada County Street Name Committee, approving the subdivision and street names. Make any corrections necessary to conform. Coordinate fire hydrant placement with the City of Meridian's Water Works Superintendent. Provide five-foot-wide sidewalks in accordance with City Ordinance Section 12-5-2.K Please respond in writing to each of the comments contained herein, both General and Site Specific, prior to the September 5, 2000 meeting of the Meridian City Council.
