MEMORANDUM: February 13, 2004
To: Planning & Zoning Commission, Mayor and Chy Council
From: Wendy Kirkpatrick, AICP, Associate City Planner
Re: Consistency Matrix Comprehensive Plan Amendment
The proposed Comprehensive Plan. Amendment will modify Meridian's Comprehensive Plan by
adding a Land Use Compatibility Matrix to the Comprehensive Plan. The matrix will provide a
guide to the compatibility of zoning designations and comprehensive plan designations. The
proposed matrix will apply to all properly located within the City of Meridian and Meridian's
Area of Impact.
The proposed matrix will allow for several new hrterpretations of the Comprehensive Plan
concerning the compatibility of uses. For example, the matrix would allow an applicant to
apply for Light Office zoning for a piece of property located on an arterial street with a
Comprehensive Plan designation of Medium Density Residemial. Currently, there are many
areas of Meridian which could benefit from the flexibility that the matrix would provide. An
example Gf this can be found in the areas of Locust Grove Road north of Fairview Avenue
which are classified as reside>riial but located on a busy arterial street near commercial uses. In
these areas Light Office development makes se>bse and is compatible with surrounding land uses
-the matrix allows for this flexibility.
The proposed Comprehensive Plan Amendment is being submitted by Meridian's Planning and
Zoning Department. The Planning and Zoning Department Las held two meetings with the
Planning and Zoning Commission regarding the Land Use Compatibility Matrix and has been
encouraged by the Planning and Zoning Commission to proceed with the proposed
Comprehensive Plan Amendment.
