Under the
MASTER AGREEMENT FOR PROFESSIONAL SERVICES
BETWEEN
CITY OF MERIDIAN (OWNER) AND MURRAY, SMITH AND ASSOCIATES, INC (ENGINEER)
This Task Order is made this day of October, 2014 and entered into by and between the
City of Meridian, a municipal corporation organized under the laws of the State of Idaho,
hereinafter referred to as "City", and accepted by MURRAY. SMITH AND ASSOCIATES, INC,
hereinafter referred to as "Engineer" pursuant to the mutual promises, covenant and conditions
contained in the Master Agreement (Category 2E) between the above mentioned parties dated
October 22, 2013. The Project Name for this Task Order 10425.a is as follows:

PROJECT UNDERSTANDING
Between 2009 and 2011, MSA supported the City in collecting multiple phases of collection system
flow monitoring data. These phases of testing were focused on identifying sources of infiltration
and inflow (1/1) throughout the City. At the conclusion of the 2011 phase of monitoring, MSA
recommended a long-term monitoring program.
In 2012 and 2013, MSA supported the City in the first and second year of the long-term monitoring
program. The 2012 and 2013 effort also included review of the SCADA analysis of Black Cat
South and Ashford Greens lift stations to quantify 1/1 responses in Black Cat sub basin. The 2013
study included three flow meters near the Wastewater Treatment Plant (WWTP) to meter the
influent lines.
The City has eight (8) meters available for flow monitoring. This scope of work (SOW) will collect
and analyze data from these meters in support of the long-term monitoring program. The 2014
monitoring is the third and last year of the first phase of the recommended long-term monitoring
locations. The long-term monitoring program is also transitioning to the Strategic 1/1 Monitoring
Plan.
The following tasks are included in this scope of work:

SCOPE OF WORK
Task 1 — Install and Maintain Long -Term Location Flow Meters
Under a previous task, MSA supported the City staff in the installation of the flow meters, in late
August of 2014.
MSA identified the following three (3) locations in the system as part of the long-term monitoring
effort.

MSA identified the following five (5) locations for placing flow monitors in the collection system to
focus the metering on basins of concern based on the conclusions of the previous study.
• Downtown

• Black Cat South
o N8-87

MSA will monitor all locations on a bi-weekly basis, downloading the data and changing batteries
when needed through December. Any issues requiring confined space entry into the manholes
will be coordinated and conducted by City staff. MSA will also coordinate the acquisition of rainfall
data with City staff during the monitoring period.
Deliverables: No specific deliverables will be provided as part of this task. Data analysis will be
summarized in Task 3.
Task 2 — Analyze Lift Station SCADA Data
MSA will analyze lift station SCADA data for the Black Cat South and Ashford Greens lift stations
focusing on the specific identification of 1/1 in the system. This analysis will continue to help the
City understand 1/1 in this part of the system.
Deliverables: No specific deliverables will be provided as part of this task. Data analysis will be
summarized in Task 3.
Task 3 — Analyze Flow Meter Data and Generate Strategic 1/1 Monitoring Program Report
MSA will develop a Strategic 1/1 Monitoring Program Report based around the EPA Guide for
Capacity, Management, Operation & Maintenance (CMOM) Programs, and Sanitary Sewer
Collection Systems. The report will be formatted as a document that can be used and updated
annually as conclusions and recommendations for the monitoring change with additional
information. The document will include the following:

Summary of the City historical 1/1 monitoring and reporting (e.g. past report conclusions,
monitoring methods and practices).
• Documentation of monitoring methods in detail. This may include manhole location
[GPS/photos/water features nearby], flow meter specifications/model information, name of
personnel collecting meter data, time/date data was collected, and weather on collection
days.
Documentation of the strategic monitoring plan. Likely spread over 5 or more years and
focused on areas of highest 1/1.
Summary of the findings for the discrete areas monitored and comparison of the results to
monitoring results from previous phases.
Executable recommendations (e.g. install permanent flow meter at location "X", smoke
testing at future date, increase maintenance spending, potentially focus available funds on
WWTP capacity because of the challenges in controlling 1/1 within the collection system,
purchase a new weather station and install at location "X").
Other aspects of future phases of the Strategic Monitoring Plan could include:
► Monitoring during wet and dry seasons
• Creating of 1/1 calibration data for the sewer capacity model
• Monitoring after significant repairs to the collection system are completed
A meeting to discuss the results and recommendations from the monitoring with the City is
included in this task.
Deliverables: A draft and final report will be generated as part of this task and delivered to the
City.
ASSUMPTIONS
Task 1 Assumptions:
► Five (5) hours of time has been assumed for every two (2) weeks of a three (3) month
duration for the maintenance and downloading of the data.
Meter Maintenance Fee of $35/trip will be charged for field data collection and maintenance
efforts for installation, biweekly field check and removal of flow meters.
a City will provide rainfall, lift station, and wastewater treatment plant data as requested.
Task 2 Assumptions:
► City will provide SCADA data for the Black Cat South and Ashford Greens lift stations flows
(and/or wetwell level) in 15 -minute time steps for the period between beginning of
September and end of December.
Task 3 Assumptions:
• City will provide comments on the draft report for incorporation in the final.
• One (1) meeting will be conducted with the City to review results and discuss next steps.

TIME OF COMPLETION and COMPENSATION SCHEDULE
The following schedule is based on a Notice to Proceed (NTP) from the City by October 2014 and
resulting in Final Report being completed by March 2015. A NTP issued on a different date will
change the schedule accordingly.
The Not -To -Exceed amount to complete all services listed above for this Task Order No. 10425.a
is twenty four thousand eight hundred dollars ($24,800). No compensation will be paid over the
Not -to -Exceed amount without prior written approval by the City in the form of a Change Order.
The hourly rates for services and direct expenses shall be billed per the approved Rate Schedule
and Master Agreement (by this reference made a part hereof) and will be the basis for any
additions and/or deletions in services rendered. Travel and meals are excluded from this Task
Order unless explicitly listed in the Scope of Services AND Payment Schedule.
