HomeMy WebLinkAboutExecuted Task Order 10534.a WWTP Control System Computer UpgradesTASK ORDER NO. 10534.a Under the MASTER AGREEMENT FOR PROFESSIONAL SERVICES BETWEEN CITY OF MERIDIAN (OWNER) AND CH2M HILL ENGINEERS, INC (ENGINEER) This Task Order is made this A day of November, 2014 and entered into by and between the City of Meridian, a municipal corporation organized under the laws of the State of Idaho, hereinafter referred to as "City", and accepted by CH2M HILL ENGINEERS, INC, hereinafter referred to as "Engineer" pursuant to the mutual promises, covenant and conditions contained in the Master Agreement (Category 7A) between the above mentioned parties dated September 18, 2012. The Project Name for this Task Order 10534.a is as follows: CITY OF MERIDIAN WASTEWATER TREATMENT PLANT - CONTROL SYSTEM COMPUTER UPGRADE PROJECT UNDERSTANDING The Wastewater Treatment Plant Control System computers are functional, but do not provide an adequate level of redundancy for long term reliable plant operation. The following Scope of Work describes the services that will be provided by the ENGINEER. SCOPE OF SERVICES Project Management The purpose of this task is to manage, coordinate and lead CH2M HILL Team's activities and perform administration of the project execution and quality reviews. CH2M HILL will provide the resources necessary for project initiation and management throughout the project. Activities include contract administration, project accounting, Health &Safety Plan preparation, project documentation, monitoring progress, change management, periodic invoicing, and closeout and archiving. The effort associated with these functions is based on a twenty (20) week duration from City -issued notice -to -proceed for completion of the tasks described herein. Task 1 - Design ENGINEER shall provide the following services: 4 hour workshop with CITY: o Confirm end user needs including managers, operating staff, and maintenance staff in order to specify appropriate hardware. o Review and finalize multiple monitor workstation strategy. o Confirm computer equipment locations. o Discuss virtualization with CITY IT and SCADA staff to determine approach to be used. o Finalize remote access strategy. Task Order 10534.a Wastewater Treatment Plant - Control System Computer Upgrade Page 1 of 4 CH2M HILL ENGINEERS, INC • Provide a detailed review of the existing computer hardware to confirm what can be reused and what should be replaced. • Assist the CITY with specifying computer hardware, virtualization software, operating system software and other associated software required for a complete, functional system. CITY will make final decision. • Develop implementation plan including impacts to operation, construction sequence, and software installation sequence. • Review the current Win911 alarm dialer redundancy configuration and confirm that this is an acceptable approach or if the software should be upgraded. • Review software license inventory to proposed computer diagram to insure CITY has all required licenses. • Modify existing Wonderware Application for multiple monitor workstations. Initial approach below shall be reviewed during workshop. o Monitor 1: Standard navigation and display matching the existing approach. o Monitor 2: Plant overview display or trend display or alarm summary. o Monitor 3: Trends, including auto rotation of up to 10 trend templates. o Monitor 4 (large wall mount): Move button will transfer displayed graphic from Monitor 1 to Monitor 4. Deliverables • Workshop summary including decisions and assigned tasks. • Specifications for computer hardware, virtualization software, operating system software and other associated software required for a complete, functional system. • Computer block diagram documenting network connectivity and software installed on each computer and virtual operating system. Task 2 - Implementation ENGINEER shall provide the following services: • Install Wonderware System Platform 2014 on specified new computers and existing computers that are to be reused. Verify stable operation including all redundancy failover conditions prior to removing existing computers. • Migrate historical alarm and trend data from existing Historian Server to new Historian Server. • As required, based on results of alarm dialer review during design phase, upgrade Win911 software. Verify stable operation including all redundancy failover conditions prior to removing existing alarm dialer computer. • Modify Win911 to add new alarms for redundancy failover conditions within Wonderware Appserver and Win911. Deliverables • Electronic backup files provided on electronic media (e.g. DVD, USB thumb drive): o Converted Wonderware application o Virtualized operating systems Task Order 10534.a Wastewater Treatment Plant - Control System Computer Upgrade Page 2 of 4 CH2M HILL ENGINEERS, INC o DAServer software configurations o Historian configuration o Win911 configuration REIMBURSABLE EXPENSES Task 1 Task 2 The estimated expenses for the base scope are based on the following: o Travel — Airline: 1 round-trip flight o Travel — Rental Cars: 1 day onsite and 2 total to/from airport o Travel — Lodging: 1 night o Travel —Meals: 2 day The estimated expenses for the base scope are based on the following: o Travel —Airline: 1 round-trip flight o Travel — Rental Cars: 5 days onsite and 2 total to/from airport o Travel — Lodging: 5 night o Travel —Meals: 6 day ASSUMPTIONS • No PLC programming is required or included in this scope of work. • Design and Implementation effort is based on the quantities of computers shown in figure 1 and 2 in Appendix A. Quantities of computers to be finalized during Task 1 workshop. • The CITY will purchase all computer hardware and software required for the project. • CITY IT staff will configure all computer operating systems and virtualization software prior to CH2M HILL beginning Task 2. • Physical installation of computers and network connections shall be completed by CITY prior to CH2M HILL beginning Task 2. • Modification to the existing Wonderware Application for multiple monitor use will be completed at the Engineers office. • The total effort for onsite implementation and testing includes up to 5 person days at the site. • Existing computers that are not to be reused as part of this project will be removed by the CITY following completion of the project. • CITY IT, SCADA, and operations staff will be available for coordination and assistance during Task 2. Anticipating no more than 8 hours of CITY IT time through the duration of the project. • Existing HMI workstation monitors will stay at screen resolution. New workstations will be 1920 x 1080 resolution. Resolution differences will be managed by the Wonderware Auto Screen Resolution function. • Remote network access shall be configured by CITY and functional prior to Task 2. • Any additional software licenses shall be furnished by CITY. A NTP issued on a different date will change the schedule accordingly. No compensation Will be paid over the Not -to -Exceed amount without prior written approval by the City in the form of a Change Order. The hourly rates for services and direct expenses shall be billed per the approved Rate Schedule and Master Agreement (by this reference made a part hereof) and will be the basis for any additions and/or deletions in services rendered. Travel and meals are excluded from this Task Order unless explicitly listed in the Scope of Services AND Payment Schedule.
