Under the
MASTER AGREEMENT FOR PROFESSIONAL SERVICES
BETWEEN
CITY OF MERIDIAN (CITY) AND JUB ENGINEERS, INC (ENGINEER)
This Task Order is made this 2nd day of February, 2015 and entered into by and between the
City of Meridian, a municipal corporation organized under the laws of the State of Idaho,
hereinafter referred to as "City", and accepted by JUB ENGINEERS, INC, hereinafter referred to as
"Engineer" pursuant to the mutual promises, covenant and conditions contained in the Master
Agreement (Category 1 b) between the above mentioned parties dated September 18, 2012. The
Project Name for this Task Order 0596.a is as follows:

SOUTH BLACK CAT PRESSURE SEWER COMMISSIONING
I. PROJECT UNDERSTANDING
Flows have increased at the South Black Cat Lift Station requiring the City to bring the reserve 18 -
inch pressure into service. This project entails designing the necessary air release and vacuum
relief valve upgrades, pump evaluations, leakage testing and other commissioning activities as
described herein.
II. OWNER INFORMATION, RESPONSIBILITIES and PROJECT ASSUMPTIONS
1. The City will provide J -U -B with the following:
a) Available SCADA information at the South Black Cat Lift Station to estimate peak
influent flows, pumping rates and discharge pressures.
b) Operations staff contact to assist the Engineer with site visits at each air/vac
manhole.
c) Record drawings of: 1) South Black Cat Pressure Sewer, and other pertinent record
information.
d) Provide on-going review of J -U -B's work and timely consideration of policy issues
with a time acceptable to the CITY and J -U -B.
e) Pay for all permits and fees needed for the project.
D Provide project manager to serve as a liaison with other City departments to facilitate
the project reviews and approval process.

2. The City will provide the following during the bidding and construction process:
a) All bidding and contract documents necessary to solicit bids for the project with
incorporation of J -U -B's technical specifications and drawings.
b) Provide all administration to solicit bids for the project.
c) Following a review of the bids received, the CITY will award and execute the
Agreement with the successful bidder.
d) During construction of the project the City will provide construction engineering,
administration and observation services as necessary, unless the City directs J -U -B
to provide these as additional services.
3. Project Assumptions
a) Exact locations of utilities are not known and may affect the upgrades during
installation.
b) Improvements at the South Black Cat Lift Station or the existing discharge structure
are not anticipated.
c) No topographic survey will be required.
d) Contactor shall be responsible for securing an approved Traffic Control Plan (TCP)
from the Ada County Highway District (ACHD). The project will have limited
excavation in the public rights -of -ways, and therefore significant TCP will not be
required.
e) Contractor will be responsible for securing any necessary erosion and sediment
control permits through the City. The project is anticipated only to include spot
excavations that result in a total land disturbance well below the EPA's one acre
threshold requiring a Construction General Permit.
III. SCOPE OF WORK
J -U -B's scope of services is specifically limited to the following:
Task 1 — Project Meetings and Administration
1. Kickoff Meeting: Attend a kick-off meeting with CITY staff for the purpose of discussing
the project approach, deliverables, schedule, and obtaining information that may be
available from the CITY.
2. Progress Meetings: Attend progress meetings with the CITY staff as needed to discuss
project status, provide task order status summaries, present deliverables, and receive
direction from the CITY. It is anticipated that two (2) additional meetings will be necessary.
3. Project Administration and Tracking. Monitor team progress, action item lists, task
deadlines, items needed from the CITY, provide documentation, permitting milestones, and
critical path items as needed. J -U -B shall utilize to as practical extent as feasible, the City's
project management software, for transmission of project documents to the City including
invoicing, reports, any electronic plan submittals, and construction submittal review.

Task 2 — Final Design Services
1. 90% Final Design, Plans and Technical Specifications (Agency Review):
a. Field Review: J -U -B will review each existing air/vac relief manhole and the existing
discharge box located at the WWTP. Input from CITY operations staff will be
incorporated into the upgrades at each manhole.
b. Existing Flows and Pump Operation Analysis: Review and analyze SCADA
information to generalize seasonal peak and average day flows. Review pumping
records for pumping performance with published information. Estimate operating points
for the existing pumps over a variable speeds to aid in pump start up.
c. Upgrade Design: Review pressure sewer flows and hydraulics for initial and final
phasing conditions and size air/vac valve upgrades. Design connection details to the
existing air/vac relief manholes. Review existing discharge box and detail actions
needed by the Contractor to bring the pressure sewer on-line. Review flow meter and
face piping at the lift station for any required upgrades.
d. Base Drawings and Details: Prepare site vicinity mapping using available GIS base
mapping. Sheets will be on 11 x17 or 8.5 x 11 size to be included as an appendix in the
technical specifications.
e. Technical Specifications: Prepare technical specifications for items that are not
covered or are in addition (clarification) to the 2012 ISPWC and Meridian's
Supplemental Specifications and Standard Drawings (2012 Edition). Technical
Specifications will conform to the formatting in the ISPWC. The specifications will
include requirements for testing and start up services of the 18 -inch pressure sewer,
including monitoring of pumping equipment, discharge box start-up actions, and other
necessary improvements. A bid schedule and estimate of probable construction cost
will be prepared.
f. OC Review: A senior engineer will complete an internal QA/QC review.
g. Review Meeting: Submit 90% complete package to the CITY for review. Meet with the
CITY to review submittal and receive comments and direction from the staff. The CITY
will provide full review and comments from Public Works Engineering staff.
Deliverables:
L 90% Complete Plan/Technical Specification Package - four(4) hard copies, one
(1) digital pdf.
2. 100% Complete Design, Plans and Technical Specifications: J -U -B shall complete the
following subtasks in preparation of the 100% complete agency review package.
a. Incorporate applicable CITY and Agency review comments into the plans and technical
specifications. Complete remaining final design items.
b. Update the preliminary opinion of probable construction costs and Bid Schedule.
c. Submit final 100% package including final opinion of probable construction cost.
Deliverables:
i. 100% Complete Plans/Technical Specifications Package - four (4) copies, one
(1) digital pdf.
ii. Bid Schedule and Final opinion of probable construction cost.

Task 3 — Agency Coordination
1. ACHD Coordination and Permitting
a. J -U -B will coordinate with the Ada County Highway District (ACHD) to determine
permitting required for the project. 90% complete plans and technical specifications will
be submitted to ACHD for review and comment.
2. IDEQ Submittal Packages
a. J -U -B will contact the Boise Regional office of IDEQ to determine project review and
submittal requirements, if any to commission the pressure sewer. It is anticipated that a
checklist and a summary letter explaining the project will be required. The CITY will
provide QLPE review and approval of the design package once completed.
Task 4 — Bidding and Construction Assistance Services
J -U -B will furnish the services specifically limited to the following at a time and materials, not to
exceed basis.
1. Bidding Services
a. J -U -B will provide 8 sets of the Plans and Special Provisions and the bid schedule for
the City's incorporation into its standard bidding documents for bidding purposes.
b. The City will prepare all "front-end" documents and all bidding documents will be
distributed through the City's Purchasing office.
c. Legal notice for advertisement of Bids will be prepared by the City.
d. J -U -B will assist the City in responding to technical questions that the City is unable to
answer through review of the Contract Documents for City's use in preparation of
addenda.
2. Construction Services: J -U -B's project manager/engineer will be available during
construction to assist the CITY as described below or specifically requested by the CITY;
a. Preconstruction Conference: J -U -B will attend the pre -construction conference with
the contractor, CITY and agencies.
b. Construction Assistance: J -U -B's project manager will be available during
construction as requested by the CITY. Items that will be included in this portion of the
task may include:
i. Shop Drawing and Product Data Reviews: J -U -B will review shop drawing and
product data submittals for compliance with the design and contract documents.
ii. Construction Administration: As requested by the City, J -U -B will assist the City in
review of claims, change order and work directive preparation, address questions or
RFI's, and other construction administration activities.
C. Close-out Procedures:
i. J -U -B may conduct a walk through with the City if requested, and prepare a tentative
punchlist to supplement the City's RPR list.
ii. J -U -B will assist the CITY in the start-up of the pressure sewer and provide
consultation start-up procedures at the SBCLS.

TIME OF COMPLETION and COMPENSATION SCHEDULE
The following schedule is based on a Notice to Proceed (NTP) from the City by February 2015 and
resulting in Final Design being completed by April 2015. A NTP issued on a different date will
change the schedule accordingly.
The Not -To -Exceed amount to complete all services listed above for this Task Order No. 0596.a is
sixteen thousand eight hundred ninety five dollars ($16,895.00). No compensation will be paid
over the Not -to -Exceed amount without prior written approval by the City in the form of a Change
Order. The hourly rates for services and direct expenses shall be billed per the approved Rate
Schedule and Master Agreement (by this reference made a part hereof) and will be the basis for
any additions and/or deletions in services rendered. Travel and meals are excluded from this Task
Order unless explicitly listed in the Scope of Services AND Payment Schedule.
