RE: Preliminary Engineering Report: Biltmore Subdivision Pressure Reducing Valves
Dear Todd:
This letter is to serve as a Preliminary Engineering Report for the installation of pressure
reducing valves (PRVs) in a vault to be installed in the Biltmore Subdivision. The City has
required the installation of the vault by the developer along the boundary of Pressure Zone 4 & 5
consistent with the 2012 Master Plan update. The City will equip the vault with PRVs after
approval of this PER and specifications submittal and after Pressure Zone 5 supply is provided to
the site. Currently, the subdivision is to be served at the top of Pressure Zone 4, but is planned to
be served at the bottom of Pressure Zone 5. The City is able to provide service within the
requirements of IDAPA rules in either case.
The PRVs are intended to provide separation between pressure zone 4 and 5 while allowing flow
between the zones for normal domestic demand as well as fire suppression
System Pressures
Service pressures in Pressure Zone 5 range from about 60 to 86 psi and Pressure Zone 4 ranges
from about 60 to 90 psi.
System Demand and Valve Sizing
The PRV vault will contain two pressure reducing valves: a 3 -inch valve to supply domestic
demand and a 10 inch valve to supply fire flow demand.
The PRVs, in combination with the other PRVs that serve pressure zone 4 are intended to
operate over an entire flow range from average daily demand to max daily and peak hour
demand and in fire flow situations.
The following table summarizes the normal and maximum design flows (during a fire flow):

The following are attached for your review:
• Developers construction plan sheets showing location of PRV vault and PRV
details
• 2012 Master Plan update showing location of PRV and pressure zone boundary
We will submit valve details and specifications for review as soon as possible after we receive
PER approval.
