Broadway Ave., Suite 102 Meridian, ID 83642 RE: Jayker Village Subdivision RZ-15-003, PP -15-003, CUP -15-003, MDA -15-001 and ALT -15-002 Dear Bill, We have reviewed the Staff Report for the City Council hearing to be held on April 7, 2015, for the referenced applications. We are, generally, in agreement with the Conditions of Approval as stated, which appear to be a reiteration of the Conditions of Approval of the Planning and Zoning Commission staff report. Several conditions had been addressed in advance of, and during, the Planning and Zoning Commission hearing. These include: Conditional Use Permit a. Item l .b. The current concept layout for lots 2 and 3 provides the five foot landscape buffer adjacent to parking along the western boundary of these lots, adjacent to the east boundary of lot 4 and storage building #1. There is a proposed 40 foot Settler's Irrigation District easement along the western edge of lots 2 and 3 that encroaches on the full 5 foot width of the landscape buffer. The District has allowed the irrigation pipe to be offset 5 feet to the east of the center line of the easement to allow for planting in the western 5 feet of the easement, coinciding with the buffer. Additionally, while there is a zero setback requirement, storage building #1 is set back 5 feet from the lot line, providing a total landscape width of 10 feet. We request that the building shift required by this condition, be eliminated as long as documentation is provided from the Settler's Irrigation District allowing trees to be planted in the western 5 feet of the easement. We understood that staff agreed to this modification. We have had subsequent discussions with the District and they are in agreement that the offset of the pipe in the easement will allow for planting within the western 5 feet of the easement. Specific details of the planting will be provided to the District during the final design process at which time documentation will be provided. b. Item 4.c. The excessive weight of a solid gate inhibits the operation of the mechanical gate at the main entrance to the storage facility. Therefore, it was agreed that the gate at this location could remain wrought iron as originally proposed. The gate at the emergency entrance location will be changed to a solid gate. 7. Ada County Highway District Due to the lack of any issues associated with this application, the Ada County Highway District approved the application administratively on March 6, 2015. A copy of the approval had been forwarded to the city staff on March 6, 2015. 2447 S.
