Broadway Ave Meridian, ID 83642 SUBJECT: Opinion Regarding Impact of Building Addition on Stormwater Runoff for the NEW EXPANSION FOR THE STUDIO CHIC SALON&SPA 1308 N.Meridian Rd Meridian,Idaho Dear Steve: As we previously discussed on the phone, Studio Chic Salon & Spa is proposing to construct an addition to their existing building located at 1308 N. Meridian Rd in Meridian, Idaho. This letter is intended to address the City's requirement to evaluate the potential impact of the building expansion and site improvements on stormwater management. Based on the site plans provided by Jeff Hatch and Randy Haverfield of Architecture Northwest, it appears that an expansion will be constructed on the north side of the existing building. This expansion will be remove a small landscape island, but mainly replace one impervious surface (pavement) with another (roof). The site plan also shows that the associated reconfiguration of the parking lot will include the removal of pavement and construction of a landscape buffer along the entire north boundary of the parking lot and a portion of the south boundary located east of the existing building. I visited the site on December 2, 2014 to look at the location of the proposed building addition and the condition of the rear parking lot. As shown on the attached photos, the west portion of the existing site appears to be paved with standard asphalt pavement. The east side of the site appears to be paved with a recycled asphalt mix, except for a small area located near the northeast corner that is occupied by a shed. The plans show that the shed will be removed and then paved to match the surrounding area. Therefore, with the exception of the existing landscaping along Meridian Rd, nearly the entire existing site is covered with pavement or roofs which are impervious surfaces. It appears that the proposed conversion of asphalt paving to the landscaped areas along the north and south boundaries of the parking lot will decrease the overall site runoff coefficient and therefore decrease the amount of runoff generated by the site. Therefore it is my opinion that the proposed building addition and site modifications will not significantly increase the amount of stormwater runoff generated at the site. Therefore we request that no modifications to the existing facilities used to manage stormwater be required as part of the proposed building expansion and site improvements.
