Subject: Results of the Salisbury Subdivision No. 2 Neighborhood Meeting, April 8,
2004
Anna;
I mentioned that I would provide a recap of the neighborhood meeting concerning
the revised plat for Salisbury Subdivision No. 2 that took place on April 8th. I sent a
total of 66 letters to all neighbors within 300 feet of the proposed project. We had
34 neighbors including Mark Snodgrass, the President of the Salisbury Home Owners
Association and one individual who lives in Waterbury subdivision in attendance. The
meeting went very well. We were able to present and explain the revised plat and
provided sample front elevations of homes that would fit nicely on the 80' frontage
lots and the 50' frontage lots. There was agreement that these sample elevations
are very similar and entirely consistent with the existing neighborhood.
There were questions regarding why we had planned for smaller lots in the interior of
the subdivision. We explained that we striving to acrnmmodate the needs and
interests of two constituencies; the existing homeowners and the city planners. We
have addressed the needs of the existing homeowners by placing two rows of 8,000
to 10,000 square Foot lots adjacent to all existing subdivisions and along the South
Slough. These lots would accommodate homes that are of a similar size and style to
the existing homes. At the same time, we are attempting to conform to the City of
Meridian Comprehensive Master Plan, with higher density zoning closer to the
community center. I used a map of the City of Meridian Comprehensive Master Plan
to show how the planned community center Intersects the parcel and explained that,
at the suggestion of the Planning and Zoning Staff, we had increased the density in
interior of the subdivision after one of our first pre-application meetings. We
concluded that this was a good rnmpromise solution. At the request of the
homeowners, Y agreed to restrict the size of the homes on the larger lots to a
minimum size of 1,600 square feet.
There was a question concerning the name of the subdivision. I explained that I had
selected that name because this is an In-fill subdivision without access from any
major street. I felt that since the style of the homes envisioned for the new
subdivision are similar to the existing homes, there was no compelling need for an
entirely different name. Mark Snodgrass commented that he did not believe that the
name mattered because most people use their street address to describe the location
of their home versus the subdivision name. We also discussed the fact that our
storm drain /sidewalk design created a distinctive look to the streets and sidewalks
of the new subdivision and this would also distinguish the two subdivisions.
We answered a variety of questions concerning the actual construction of the
subdivision, the construction time le, and methods for controlling construction
traffic and disruptions. Mark Snodss was very supportive and helped address a
number of these questions and explained how the homeowners could work with the
builders to manage construction traffic. There were several questions concerning
whether the existing streets would be disturbed, and where water and pressure
irrigation would be accessed.
We asked if there were any other concerns and suggestions and none were voiced at
the meeting. It was suggested that If there were, all questions should be directed to

Mark Snodgrass or to the Home Owners Association and then forwarded to me or
Scott Stanfield. Mark emphasized that if there was further input it should be
provided as quickly as possible, since he understood that we were anxious to develop
a revised preliminary plat from the conceptual plat that we had been discussing.
At the conclusion of the meeting, I asked Mark to stay in touch with me with any
further comments or suggestions. He committed to do so.
All in all, I was very satisfied with the results of the meeting and I feel as though we
have sufficient input to produce a new preliminary plat.
Please let me know if you have any questions and please feel free to pass this on to
others interested in the project.
Sincerely;
)eff Wood
