HomeMy WebLinkAboutApplicant Response to Staff ReportCity of Meridian Planning & Zoning Department 33 East Broadway Avenue, Suite 102 Meridian, Idaho 83642 Re: CUP -14-018 - Ada County Dispatch Center 963 E Pine Ave. Meridian, ID 83642 39 PIONEERING ENVIRONMENTS December 15, 2014 We've reviewed the CUP Staff Report for the above mentioned project with representatives of Ada County and, in general, agree with the report with the exception of the following items: Under IX. Analysis Conditional Use Permit (CUP) Item 1, page 5 — Tower to be 'painted a neutral, non -reflective color'. It is the county's position that painting the tower will be a maintenance burden over time and not the highest and best use of taxpayer dollars. The county believes utilizing the typical, ubiquitous, galvanized tower structure will reduce maintenance while minimizing its visual impact. The county proposes galvanizing in lieu of paint. Item 2, page 5 — Tower'owner to allow the shared use of the tower'. The county agrees that the tower provides an opportunity for shared use. That being said, because the primary function of the tower is life safety, some discretion is needed as to the type and amount of shared use. The county proposes adding 'at the Ada County Sheriff's Department discretion' to the end of the sentence. Site Plan Item 2, page 5 —'driveway should be constructed in alignment with driveway stubbed on the east boundary and a gate installed for an emergency access'. The county takes exception to this requirement because of the security requirements for this facility. This requirement will limit Ada County's beneficial use of the property and could prevent the project from being located at this site. As stated in the Unified Development Code, the intent of the cross access is to reduce traffic on to Pine. Since there would be no access allowed because of security, the access is of no use. Emergency access is provided from two different locations on site thus providing the needed redundancy. Fencing Page 6 —'applicant is proposing to construct a 6 -foot tall ornamental iron fence...'. This was incorrectly stated.
