This letter is to confirm the Director approved your request for alternative compliance to Unified
Development Code (UDC) Table 11-3C-6 for the subject property based on the required findings
listed in UDC 11 -5B -5E as follows:
1. Strict adherence or application of the requirements are not feasible; or
The UDC (Table 11-3C-6) requires a total of (4) off-street parking spaces to be
provided for 2 -bedroom single-family dwellings (at least 2 in an enclosed garage;
other space may be enclosed or a minimum 10 foot by 20 foot parking pad).
Because of the widening off. Meridian Road by the Ada County Highway District,
the applicant is no longer able to access his garage from N. Meridian Road due to a
retaining wall along the front of his property. The garage is not accessible from the
alley at the rear of the property because living area exists between the garage and
rear of the home. For these reasons, the Director finds that strict adherence to the
parking requirements listed in UDC 11-3C-6 is not feasible.
2. The alternative compliance provides an equal or superior means for meeting the
requirements; and
As an alternative to the parking requirements stated above, the applicant proposes
the following: 1) a crushed asphalt parking pad capable of parking (2) vehicles at the
rear of his property accessed via the alley; 2) approximately 90 lineal feet of on -
street parking exists along the south side of his property adjacent to E. Carlton
Avenue; and a Valley Regional Transit stop exists approximately 0.4 of a mile from
.his property at Pine Avenue and 1" Street. The Director finds the proposed
alternatives provide an equal means for meeting the requirements.

3. The alternative means will not be materially detrimental to the public welfare or
impair the intended uses and character of surrounding properties.
The Director finds the alternative means of parking proposed with this application
will not be materially detrimental to the public welfare or impair the intended uses
and character of surrounding properties.
The applicant, Director, or a party of record may request City Council review of a decision of the
Director. All requests for review shall be filed in writing with the Planning Division of the
Community Development Department on or before November 6, 2014, within fifteen (15) days
after the written decision is issued, and contain the information listed in UDC 11 -5A -6B.
If City Council review of the decision is not requested, the action of the Director represents a
final decision on a land use application. You have the right to request a regulatory taking
analysis under Idaho Code 67-8003.

Re: Alternative Compliance for 1105 N Meridian Rd.
Due to reconstruction of Meridian Rd the front access into the garage has been eliminated
from this property. There is approximately 120 usable square feet between the garage
and the back entry into the house. From the back of the house the entry breezeway/Mud
Room is approximately 80 sgrft and leads into the Laundry Room and Pantry (approx. 40
sgrft) which leads into the garage or kitchen. It is not my desire to reverse the garage
access to the back of the property and lose this usable living space.
Alternative parking considerations;
• There is a parking pad of crushed asphalt behind the house large enough to park 2
automobiles.
• There is approximately 90 feet of street parking available on East Carlton on the
south side of the house.
• Valley Regional Transit is 0.4 miles or approximately a 9 minute walk away.
I am asking the Planning Division to approve the removal of the garage door to match the
exterior remodel plan to update and beautify the property.
