Under the
MASTER AGREEMENT FOR PROFESSIONAL SERVICES
BETWEEN
CITY OF MERIDIAN AND MURRAY, SMITH & ASSOCIATES, INC
This Task Order is issued by City and accepted by the Engineer pursuant to the mutual promises,
covenant and conditions contained in the Master Agreement between the above mentioned parties
dated April 13, 2010.

NE 5T" STREET WATER REPLACEMENT
PURPOSE
This Scope of Services is for Professional Services between Murray, Smith & Associates, Inc.
(MSA) and the City of Meridian (City). Project No. 10237 shall be for professional engineers, 1
services to provide a design for the replacement of approximately 1000 feet of existing 4- and 6 -
inch water line located along NE 5th Street from East Pine Avenue to East Washington Avenue.
Task Order shall be in accordance with the MSA Master Agreement for Professional Services
dated Aprill3, 2010.
Background
The City is systematically replacing undersized waterlines to provide peak water and fire flow
demands in the downtown area. The City has recently replaced the waterline in Carlton Avenue
and will replace the waterline in East State Avenue. This scope of work is to replace the existing
4- and 6 -inch water line located along NE 5th Street from East Pine Avenue to East Washington
Avenue with an 8 -inch line. The design must be complete by October 2011, and the City intends
to construct the improvements during the Spring of 2012.
SCOPE OF SERVICES
Task 1 — Kick Off
Task 1— Kick Off Meeting
A kick-off meeting will be held, once notice to proceed has been received, to officially start the
project and discuss the details of the approved scope. MSA will lead the kick-off meeting with City
Staff to introduce the project team, establish project objectives, review consultant and City
communication protocol, discuss the project scope and examine the project schedule.
Task 1.2 —Data Collection & Analysis
In this task, MSA will review background information already provided by the City and develop a
formal data request for any additional information required for completion of the work. MSA will

endeavor to limit the number of data requests that are made in an effort to minimize the required
City Staff time.
In this task, MSA will be responsible for identifying any required additional information and the City
will be responsible for the collection and delivery of the requested information. It is anticipated that
additional data requests will be made throughout the project, however the majority of the data
required will be requested at the beginning of the project.
Assumptions
1. Assumes a one (1) hour kick-off meeting with the MSA project manager and the project
engineer. One (1) hour of preparation time is included for the PM and project engineer.
2. MSA and the City will endeavor to identify and collect required data in a timely manner so
as to not impact the project schedule.
Deliverables
1. Action items from the kick-off meeting (delivered electronically)
2. Formal data request(s)
Task 2 —Pre -Design
MSA will perform the following tasks as part of a pre -design effort prior to development of design
plans and specifications.
Task 2.1—Survey
MSA will perform a survey of all surface features and utilities (as marked by Digline or from as -built
plans provided by the City) along the project area including the road centerline and edge of
pavement at a maximum interval of 50 feet. The survey will include land corners needed to show
street ROW lines and parcel information from the City's GIS database. The survey will include all
known utilities and surface features within the NE 5th Street Ave ROW from the south E Pine
Avenue ROW line to the north E ROW line.
Task 2.2 -Potholing
The City will coordinate potholing of the existing waterline at 3 locations to confirm the size of the
existing waterline (potholing to be performed under a separate contract with the City). MSA will
coordinate recommended locations with the City and the City's potholing contractor.
Task 2.3 - Alternatives Analysis and Preliminary Design
MSA will perform a preliminary design that includes the following tasks:
1. Analysis of viability of pipe bursting for the project.
2. Conceptual level opinion of probable costs for the project.
3. Reassessment of design schedule
MSA will present the findings of the preliminary design at a meeting with the City.

Assumptions
1. Horizontal datum will be Idaho State Plane, West Zone, NAD83 unless otherwise specified
by the City.
2. Vertical datum will be NAVD88.
3. Contours will be generated at 1 foot intervals.
4. Easements are not required for this project.
Deliverables
1. One electronic copy of the preliminary design meeting summary
Task 3 — Design
MSA will develop a construction package for the improvements described in the background
section of this scope of work and further developed during the pre -design phase.
Task 3.1- 30% Design Package
MSA will develop a 30% design package that will include the following:
• Plan and Profile Sheets
• Major Notes and Details
• Opinion of probable cost
• Reassessment of design schedule
The 30% design plans and specifications will be submitted to the City for review and comment.
MSA will attend a meeting with the City to review comments from the 30% design package.
The 30% design plans will also be submitted to the Ada County Highway District (ACRD) for
preliminary review.
Task 3.3 - 95% Design Package
MSA will develop a 95% design package based on the comments on the 30% plans. The 95%
design package will include the following:
• Plan and Profile Sheets
• Notes and Details
• Opinion of probable cost
• Technical Specifications
• Draft Bid Schedule with quantities
The 95% design plans and specifications will be submitted to the City for review and comment.
MSA will attend a meeting with the City to review comments from the 95% design package.

The 95% design plans will also be submitted to the Ada County Highway District (ACRD) for final
review.
Task 3.4 - 100% Design Package
MSA will finalize the 100% design package based on the comments on the 95% plans. The 100%
design package will include the following:
a Final Plan Set
a Final Technical Specification Package
a Final bid schedule along with opinion of probable cost
The 100% design plans and specifications will be submitted to the City for inclusion in the bid
package.
Assumptions
Traffic and water service bypass plans will be developed by the construction contractor and
are not included in this SOW. These plans will be based on performance requirements that
MSA will develop as part of the design.
2. The design budget assumes that the entire project will be designed with plan and profiles
for traditional open trench construction.
3. The budget assumes up to one 2 -hour meeting with ACHD to review the design packages
during the design phase.
4. The City will provide a QLPE review of the plans in lieu of submittal to the Idaho
Department of Environmental Quality (DEQ).
5. MSA will prepare the technical specifications. The ISPWC and City of Meridian
supplements will be used as the basis of the technical specifications. ISPWC specifications
will be referenced and not reproduced in the specification package. Supplemental technical
specifications will be developed as required.
6. The City will prepare the "front end" specification sections.
7. The City will prepare and reproduce the bid packages for bidders.
8. The City will administer the bid.
9. Plans will be full size per the City's request.
10. Construction will not occur until spring of 2012.
Deliverables
1. 3 hard copies of the 30% and 95% design packages
2. 1 reproducible copy of the 100% design package

Task 4 — Services During Construction
The budget includes 24 hours for services during construction, which includes the following tasks:
• Attend pre-bid meeting
• Answer questions during the bid period
• Attend the pre -construction meeting
• Respond to RFls
• Perform one site visit and attend one construction meeting during construction
• Prepare as -built drawings
Assumptions
1. City will produce any required addenda during the bid period
2. City will review bids and determine the apparent low bidder
3. Technical submittals and pay requests will be reviewed by the City
4. City will prepare the final construc, in punchlist
TIME OF PERFORMANCE
A preliminary schedule is included as Exhibit A. MSA will make every effort to complete the work
in a timely manner; however, it is agreed that MSA cannot be responsible for delays occasioned by
factors beyond its control, nor by factors that could not reasonably have been foreseen at the time
this Task Order was executed.
COMPENSATION
The overall not -to -exceed budget for this task is shown in Table 1. The Not -To -Exceed amount for
this Task Order No. 10237 is twenty-four thousand five hundred dollars ($24,500.00). The work
will be billed on a time and expenses basis under the terms of the MSA Master Agreement for
Professional Services using the current and projected billing rates from the 2011 Schedule of
Charges (Exhibit B) and by this reference made a part hereof.

Costs will be billed for actual time services are rendered up to the Not -to -Exceed amount. No
compensation will be paid over the Not -to -Exceed amount without prior written approval by the City
in the form of a Change Order.

Project Expenses:
Expenses incurred in-house that are directly attributable to the project will be invoiced at
actual cost. These expenses include the following:

Printing and Reproduction At Cost
Travel, Lodging and Subsistence At Cost
Outside Services:
Outside technical, professional and other services will be invoiced at actual cost plus
