This Task Order is issued by City and accepted by the Engineer pursuant to the mutual promises, covenant and conditions contained in the Master Agreement between the above mentioned parties dated April 13, 2010. SCOPE OF SERVICES SOUTH BLACK CAT LIFT STATION — SCREENING IMPROVEMENTS SECTION 1 - PROJECT UNDERSTANDING The City wishes to investigate options to relieve screenings at the inlet channel of the South Black Cat Lift Station, and implement design and construction of the necessary improvements. SECTION 2 — ITEMS TO BE PROVIDED BY THE CLIENT TO J -U -B • Access to the City's SCADA data • Operational records and maintenance schedulelprogram • Access to City operational staff to implement operational modifications listed in Task 3 1 SECTION 3 — SERVICES TO BE PERFORMED BY J -U -B TASK 3.1 — PHASE 1: PRELIMINARY ALTERNATIVE DEVELOPMENT PHASE: 3.1.1 Screen Preliminary Alternatives: 1 � Operation Modifications: Work with collections staff to test interim operational modifications and determine effectiveness of (i.e. raising operating levels in inlet channel, washing screenings through the existing rack to pumps, or combination of both). The intent is to perform these modifications concurrently with development of the long term solutions provided below. 2. Modify Screening: The intent is to review options allowing the screen to pass all but the larger screenings. Viability of this option will be dependent on the existing pump's ability to pass solids during the operational modification portion (Task A.1). a Review regulatory requirements of screening. b Modify or replace bar rack: 1) Increase bar spacing; 2) Modify rack extension into the channel. c. Brief review of mechanical screening options. d. Review screening handling and determine if modifications can be made to ease handling of screenings. 3. Install comminutor a. Develop conceptual layout to construct an insert parallel channel for a channel mounted comminutor with ability to divert flow back forth from bar rack channel to comminutor channel b. Evaluate option to install comminutor on ogee spillway. c. Evaluate potential to install comminutor upstream of 2"d slide gate if head loss requirements allow. d. Comminutor in pump suction lines ( i.e. Franklin -Miller, or JWC Environmental) 4. Pump Replacement Alternatives: Develop pumping equipment alternative such as chopper impeller pumps or screw -centrifugal pumps to accommodate the waste stream without preliminary screening or comminutors. Preliminary pump selections will be made for each pump type to evaluate the potential impacts to the piping and electrical. This phase may include site tours of similar facilities in the Treasure Valley. 5. Prepare a summary technical memorandum outlining alternatives, relative advantages/disadvantages, and probable construction costs, and submit a draft copy for City review. 6. Meet with the City and select the preferred alternative to advance into Task 2. 7. Final technical memorandum based on City review comments. 8. Deliverables: a. Four(4) copies each of the draft and final summary memorandum TASK 3.2 — DESIGN PHASE: 3.2.1 At this time, the preferred alternative selected from Task 3.1 is not known, and therefore the scope of services and fee estimate will be revised with a separate addendum. The potential tasks to complete these additional services will likely include the following tasks: 1. Complete final design and prepare construction documents for the preferred alternative. Design will include electrical modifications needed to serve the new equipment. Controls and telemetry are assumed to be provided by the City's SCADA integrator. 2. Prepare technical specification for the upgrade. 3. Prepare a bid schedule and estimate of probable construction cost. 4. Submit 90% review plans to the City for review and comment. 5. Meet with City and revise plans to address applicable City comments. 6. Deliverables a. Four (4) copies of 90% complete plans. b. Four (4) copies of Final Construction plans, technical specifications, bid schedule and opinion of probable construction cost. TASK 3.3 — WETWELL SUPPLY AIR SUPPORT SERVICES: 3.3.1 As directed by the City, assist in the evaluation of expanding conditioned air supply to the wetwell by adding a heating coil element to the supply ducting. J -U -B will evaluate the existing boiler for its ability to provide the expanded supply. J -U -B will coordinate with the City's installation contractor to generally review the proposed work scope, and consult with the City accordingly. TIME OF PERFORMANCE Task 3.1 and 3.3 will be completed in a timely manner. Task 3.2 will be completed promptly after determination of preferred alternative and processing of addendum for additional services. COMPENSATION The CITY will pay ENGINEER for its services and reimbursable expenses on a not to exceed basis as follows: Task 3.1 and 3.3 refer to Attachment 1 for Total Not to Exceed Amount. Task 3.2 will require a subsequent addendum once the preferred alternative has been identified in Task 3.1.
