MASTER AGREEMENT FOR PROFESSIONAL. SERVICES
BETWEEN
CITY OF MERIDIAN (OWNER) AND SPF WATER ENGINEERING (ENGINEER)
This Task Order is made this RO-A day of 5 bet, 2011 and entered into by and between
the City of Meridian, a municipal corporation org nized under the laws of the State of Idaho,
hereinafter referred to as "City", and accepted by SPF WATER ENGINEERING, hereinafter
referred to as "Engineer" pursuant to the mutual promises, covenant and conditions contained in
the Master Agreement (Category 2A) between the above mentioned parties dated April 13, 2010.
The Project Name for this Task Order 10158b is as follows:

Chemical Feed Project
SCOPE OF SERVICES
Engineer shall prepare a preliminary engineering report to install new chemical feed facilities at the
City's Wastewater Treatment Plant (WWTP). The chemical facilities are planned to feed a number
of different chemicals (polymer, PaCI, sodium hypochlorite, and coagulant(s)) to the existing
WWTP's secondary and tertiary treatment systems.
A lab scale evaluation for phosphorus reduction will also be conducted. The evaluation will focus
on conditioning the secondary effluent prior to filtration. The primary goal is to determine the type
and amount of chemical addition, mixing energy, flocculation characteristics, and filterability for
optimized phosphorus reduction using the existing tertiary filters. The
The preliminary engineering report will develop and discuss chemical feed facility and secondary
clarifier effluent conditioning alternatives, and summarize the recommended improvements with
associated estimated costs. After City review and approval of the recommendations, Engineer
shall prepare a final preliminary engineering report for DEQ review and approval.
Under a separate scope, following the preliminary engineering report approval from DEQ, Engineer
shall prepare and submit construction plans and specifications to DEQ for review and approval.
Engineer shall also assist the City through the construction bidding process.

• Final Preliminary Engineering Report for DEQ Review and Approval

TIME OF COMPLETION
The Anticipated Project Schedule:
• Draft Preliminary Engineering Report — completed within 30 days of notice to proceed
• Final Preliminary Engineering Report — completed within 14 days of receiving City
comments (anticipate 4 to 6 weeks for DEQ review and approval)
COMPENSATION
The Not -to -Exceed amount for the engineering services to complete this Task Order No. 10158b is
twenty five thousand dollars ($25,000.00). Costs will be billed for actual time services are rendered up
to the Not -to -Exceed amount. The hourly rate for services and direct expenses are per the Master
Agreement, and by this reference made a part hereof. No compensation will be paid over the Not -to -
Exceed amount without prior written approval by the City in the form of a Change Order.
