NE 5TH STREET WATER REPLACEMENT - AMENDMENT 1
CITY OF MERIDIAN
This Scope of Services is for Professional Services between Murray, Smith & Associates,
Inc. (MSA) and the City of Meridian (City). is an amendment to Project No. 10237, dated
March 29, 2011.
Background
The City is systematically replacing undersized waterlines to provide peak water and fire
flow demands in the downtown area. The City has recently replaced the waterline in Carlton
Avenue and will replace the waterline in East State Avenue. The original scope of work was
for a design to replace the existing 4- and 6 -inch water line located along NE 5th Street from
East Pine Avenue to East Washington Avenue with an 8 -inch line. This amendment is for
development of a traffic control plan and notification to private residents whose water
service will be impacted by the water line replacement project.
SCOPE OF SERVICES
Task 3 — Design
This amendment will add additional subtasks to Task 3 - Design, that was included in the
original project.
Task 3.5 - Traffic Control Plan
MSA will develop a traffic control plan that will be included with the ACHD review, 95%
design, and 100% design packages. The traffic control plan will be developed according to
the guidelines outlined in the 2009 Manual on Uniform Traffic Control Devices (MUTCD).
It is anticipated that the traffic control plan will be one sheet.
Task 3.6 - Private Resident Notification
Prior to bidding, MSA will notify residents that will be potentially affected by temporary
water shut down as part of the project. It is anticipated that a notification letter will be sent
out to approximately 40 home owners and residents regarding the project. The notification
letter will provide a summary of the project, construction dates, and potential shut down
time. There will be an additional notification provided to the 5 water service customers
who's meters will be replaced.

Assumptions
1. The City's GIS database and tax assessor maps will be used to confirm contact
information for residents.
2. In the case of rental units, both the rental and property owner will be contacted.
3. All draft correspondence letters will be sent to the City for final approval before being
sent out.
4. Budget assumes phone calls and some hand delivery of letters will be required in
order to contact all residents.
5. The contractor will be responsible for providing details, final notification, and
coordinating actual shut down times with residents.

BUDGET
This amendment adds $4,000 to the existing Task 3 (original Task 3 budget $13,800, new
Task 3 budget $17,800) The work will be billed on a time and expenses basis under the
terms of the MSA Master Agreement for Professional Services using the current and
projected billing rates from the 2011 Schedule of Charges. The total budget shall not be
exceeded without written authorization.
TIME OF PERFORMANCE
A revised schedule is included as Exhibit B. MSA will make every effort to complete the
work in a timely manner; however, it is agreed that MSA cannot be responsible for delays
occasioned by factors beyond its control, nor by factors that could not reasonably have been
foreseen at the time this Task Order was executed.
