CITY OF MERIDIAN (OWNER)
AND
HYDRO LOGIC, INC. (HYDROGEOLOGIST)
This Task Order is issued by Owner and accepted by the Hydrogeologist pursuant to
the mutual promises, covenants and conditions contained in the Agreement between
the above named parties dated February 18, 20007
CITY OF MERIDIAN WELLS #16 AND #20-B CHEMISTRY EVALUATIONS
PURPOSE
The Hydrogeologist's scope of services, time of completion and compensation shall be
as set forth herein. Services shall generally be described as Hydrogeological Consulting
Services per the Consultant's proposal dated February 14. 2008,
TASK 1.1 — EVALUATION OF THE EMERGENCE OF THE RADIONUCLIDE
URANIUM IN MERIDIAN MUNICIPAL SUPPLY WELLS #20-B AND #16
Dissolved concentrations of the radionuclide uranium, above the maximum contaminant
level (MCL) of the USEPA's Radionuclide Rule of the Safe Drinking Water Act, have
been observed in Meridian municipal supply wells #20-13 and #16. This emergent
situation has the potential to limit the City's water production from these two production
wells. To avoid such a situation, and to get a jump on any modifications that might be
required to the two wells in question, the City Public Works Department has requested a
preliminary evaluation of both wells, a synopsis of what may have caused the sudden
emergent exceedance of the MCL, and a list of options open to the City with associated
costs.
The Owner will provide access to conduct the evaluation and City Water Department
staff will assist with sampling and pumping of the Well #20-B and Well #17.
Hydrogeologist will review all available water production, geochemistry, and the details
of well construction data for the two wells in question and design a well-pumping/well-
sampling protocol that may be able to determine the origin of the sudden occurrence of
uranium in the well water that was not present previously. Hydrogeologist will work with
Water Department staff to manipulate the pumping and sampling of the two afflicted
wells and independently pump and sample the existing test well on the Ustick Reservoir
site. A field visit will be made to the City's Well #20-A/Well #20-13 facility to inspect the
current well head plumbing with an eye toward potential future blending options. Ground
water geochemistry will be professionally reviewed and this evaluation will be
undertaken with an eye toward, and the benefit of, the regional scale hydrogeologic
framework and geochemistry studies currently in progress by the City. Among the
options that will be developed, designed, cost -estimated, and presented to the City, will
be 1) potential changes to the existing well construction, 2) blending of ground water
from the nearby Well #20-A, 3) the potential for a small -diameter new well for blending,
4) the deepening of the existing Well #20-13 to a deeper, uranium -free aquifer, and 5) the
potential for Aquifer Storage and Recovery (ASR). Hydrogeologist will develop an
outline -format technical memorandum with the study's conclusions, options available to
the City, estimated cost for each option, and a recommendation on how to proceed.
Hydrogeologist will work closely with the City's Public Works Department and the Water
Department to accomplish the stated goals.
TIME OF COMPLETION
It is understood that this is an emergent situation that requires resolution in as short va
time frame as possible. Hydrogeologic services for this project can be made available
as soon as the City gives its approval. It is anticipated that both well evaluations,
including the time consuming radionuclide sample processing times and the approaching
holidays, can be completed by January 10, 2011.
COMPENSATION
The Not -To -Exceed amount for this Task Order No. 10205 is fifteen thousand dollars
($15,000.00). The hourly rate for services and direct expenses is attached (Prevailing
Fee Schedule Effective January 1, 2010) and by this reference made a part hereof.
