CITY OF MERIDIAN Meridian Road Soil Classification SCOPE OF SERVICES Per the City's Request, Terracon will provide geotechnical services for the proposed project. These services are listed in Terracon's Proposal No. P62100179 dated December 9, 2010 (Attachment A). TIME OF PERFORMANCE Terracon can typically begin field explorations within about one to two weeks of receipt of the signed Task Order, depending on drilling subcontractor availability. We estimate that the final geotechnical report could be completed within about two weeks following completion of our borings. COMPENSATION The fee for these services will be based on the lump sum amount of $5,500.00. E: rholland@meridiancity.org Re: Proposal for Geotechnical Engineering Services Proposed Trench Excavation - Meridian Road Meridian, Idaho Terracon Proposal No. P62100179 Dear Ms. Holland: Thank you for the opportunity to submit this proposal for geotechnical engineering services for the proposed trench excavation along Meridian Road in Meridian, Idaho. A. PROJECT INFORMATION We understand the proposed project will consist of a temporary trench excavated to construct utilities along Meridian Road south of Fairview Avenue in Meridian, Idaho. We understand that the maximum depth of the trench will be approximately 20 feet. Within the project area, Meridian road is paved with asphalt paving. We understand that piezometers were previously installed in the project area, but no soil information from the piezometers is available. Anticipated Conditions — Based on our experience in the general area, including borings drilled for the nearby Meridian City Hall building, we anticipate the native soils will consist of silt and/or clay underlain by mixtures of sand, gravel, and silt. We anticipate that groundwater will be encountered within the proposed boring depth. B. SCOPE OF SERVICES In general, the scope of services will include a field exploration, laboratory testing of soil samples, classification of soil samples, and preparation of a letter summarizing the results of this work. More specifically, the individual tasks are as outlined below. Field Exploration — The City of Meridian had requested that we drill three borings for the proposed project. The borings will be drilled near Meridian Road's intersections with Elm Avenue, Idaho Avenue, and Bower Avenue. As requested, the borings near the intersections of Elm Avenue and Idaho Avenue will be drilled to depths of about 20 feet. The boring drilled near Bower Avenue will be drilled to a depth of about 16 feet. As the borings will be drilled within the roadway, traffic control services will be provided during the field exploration by a subcontracted traffic control provider. Boring locations will be measured by pacing or taping from prominent site features and elevations will be measured relative to a fixed object on or near the site with an engineer's or hand level. Barings will be backfilled in accordance with Idaho Department of Water Resources guidelines if groundwater is encountered. If groundwater is not encountered in a boring, the borehole will be backfilled with drill cuttings. Based on existing paved ground surface conditions, we anticipate that excess cuttings from the borings will need to be collected and disposed of offsite. We have included collection and disposal of cuttings in our services. Our estimate assumes that the field exploration can be performed without the need for personal protective equipment for hazardous materials. If evidence of contamination is encountered in any of the borings, the exploration at that location will be terminated and our findings discussed with you. Should personal protective equipment, special borehole sealing procedures, or disposal of contaminated soil become necessary, our fee will be discussed with you prior to commencing further drilling. The borings will be drilled through the existing asphalt pavement. The boreholes will be patched using cold mix asphalt. Prior to our exploration, we will contact the "one -call" locate service, Digline. If there are existing utility lines that will not be marked by Digline, these will need to be marked prior to drilling activities. We are not responsible for damage to unmarked utilities. Prior to drilling, we will obtain a permit from the Ada County Highway District. We understand that there will be no fee for this permit. If there are restrictions about the locations of our borings, times when field work may occur, or access limitations to portions of the site, we should be notified of these prior to beginning our field work to reduce delays and additional costs. Laboratory Evaluations -- Laboratory testing will be conducted on representative samples to determine their engineering and physical properties. Tests may include moisture content, gradation, and Atterberg limits. Unconfined compressive strengths of samples of cohesive soils will be approximated using a pocket penetrometer or standard penetration test blow counts. Analysis and Report — Field and laboratory data will be summarized and presented in a brief letter that will present our boring logs and include classifications of the soils encountered in accordance with Unified Soil Classification System. The letter will also include information regarding the depth to groundwater (if encountered in the borings). The letter will not address trench backfill or other construction related issues. Schedule — We can typically begin field explorations within about one to two weeks of notice to proceed, depending on drilling subcontractor availability. We estimate that the final geotechnical report could be completed within about two weeks following completion of our borings. An approximate break down of our fees is shown below: Item Fee Field exploration -- Includes utility clearance, field engineer/geologist, drilling and traffic control subcontractors, and disposal of excess cuttings. $3,500.00 Laboratory testing $700.00 Soil classification and document preparation $1,000.00 Total $5,500.00 These costs are based on the scope of work and assumptions described above. If unexpected subsurface conditions are encountered or the project scope is altered from that described above, this fee may need to be renegotiated. This fee would not be exceeded without first reviewing the project with you. D. AUTHORIZATION This proposal may be accepted by issuing a purchase order and task order in accordance with the existing Master Agreement for Professional Services dated January 4, 2007 between the City of Meridian and Terracon.
