CITY OF MERIDIAN WELL #20-8 EVALUATION AND TESTING
RADIOLOGICAL CONSTITUENTS IN GROUND WATER
PURPOSE
The Hydrogeologist's scope of services, time of completion and compensation shall be
as set forth herein. Services shall generally be described as Hydrogeological Consulting
Services per the Consultant's proposal dated February 14. 2008.
TASK 1.1 — EXPERIMENTATION WITH BLENDING OF GROUND WATERS FROM
SEPARATE WELLS TO REMEDIATE ELEVATED CONCENTRATIONS OF THE
RADIONUCLIDE URANIUM IN MERIDIAN WATER SUPPLY WELL #20-B
Dissolved concentrations of the radionuclide uranium, above the maximum contaminant
level (MCL) of the USEPA's Radionuclide Rule of the Safe Drinking Water Act, have
been detected in Meridian municipal supply well #20-B. This emergent situation has the
potential to limit the City's water production from this key well. Recent evaluations and
preliminary testing by Hydro Logic, Inc. has identified a number of options available to
the City to reduce radionuclide concentrations below MCLs. HLI has also developed
hydrogeological/geochemical recommendations for the City Engineer's use in a relatively
low-cost plumbing and well modification project that may resolve the radionuclide issues
for the long term. This Task Order No. D 31,a- is aimed at those recommendations for
continued evaluation and testing so that the Well #20-13 may be quickly returned to
service prior to the approaching high water demand season in the spring.
The Owner will provide access to conduct the evaluation and City Water Department
staff will assist with sampling and pumping of the Well #20-13.
Hydrogeologist will implement the recommended temporary well head plumbing
modifications and blending experiments needed to demonstrate the applicability of the
proposed remediation for Well #20-13 including development of the needed support for
engineering submittals to IDEA for approval of the operations. For the 20-B project,
Hydro Logic, Inc. will provide equipment, materials, and instruments in addition to
professional labor. Hydro Logic, Inc. will also coordinate, schedule, and oversee any
contractors needed for small but specialized work. Laboratory analytical fees will be
billed directly to the City by the laboratories. Hydro Logic, Inc. will direct the work, deal
directly with the analytical labs, and review contractor's invoices for payment by the City
and will produce a final report for the project. Hydrogeologist will work with Water
Department staff to manipulate the pumping and sampling of the Well #20-6.
Hydrogeologist will work closely with the City's Public Works Department and the Water
Department to accomplish the stated goals.
TIME OF COMPLETION
It is understood that this is an emergent situation that requires resolution in as short a
time frame as possible. Hydrogeologic services for this project can be made available
as soon as the City gives its approval. It is anticipated that the ground water blending
experiments, including the time consuming radionuclide sample processing times and
the approaching holidays, can be completed by February 18, 2011.
COMPENSATION
The Not -To -Exceed amount for this Task Order No. p634ce is seventeen thousand
dollars ($17,000.00). The hourly rate for services and direct expenses is attached
(Prevailing Fee Schedule Effective January 1, 2010) and by this reference made a part
hereof.
