RE: FP -14-041 CHINDEN AND LINDER CROSSING
The Idaho Transportation Department has reviewed the referenced final plat application for the
Chinden and Linder Crossing on the Northwest Corner of the Chinden and Linder Intersection.
ITD has the following comments:
1. ITD has no objection with the proposed application.
2. The project narrative letter included in the application incorrectly states in the third
paragraph that ITD has approved the proposed private approach from US 20-26. An
encroachment permit application (3-08-450) was applied for in 2008 but was voided on
September 23, 2009, per documentation submitted with the PP -14-011 application. An
encroachment permit application was submitted in 2013 but was not processed because
it violated City of Meridian policy.
3. The proposed location of the "Private Approach" meets Idaho Transportation
Department Policies.
4. The applicant proposed a right-in/right-out operation. The Development across
Chinden has a similar proposal. A center barrier will be required to restrict this
movement.
5. The "Private Approach" should be placed so it does not coincide with the taper from
two lanes to one on the West Bound Lane of Chinden.
6. The applicant shall submit a new request for a permit for the "Private Approach".
When submitting for a permit to access Chinden, please include a copy of the City of
Meridian variance that allows the access to Chinden.
7. A permit will require that the applicant's design complies with ITD design standards,
that the design includes a right -turn lane, and that the approach is restricted to right -in -
right -out operation. The permit is not valid until ITD receives and approves the
engineering drawings and design of the approach and the method of restricting left
turns.
Rules for Landscaping (IDAPA 39.03.42.600.04) shall apply. Some of the
requirements are:
a. Only planting of forage plants, grasses, flowers, and shrubs with a mature height
not to exceed 3 feet will be allowed.
b. No trees will be allowed within the clear zone.
c. No rocks over 4 inches maximum size will be allowed within 30 feet of the edge
of pavement.
d. Irrigation systems shall be no closer than 5 feet from the pavement edge and shall
be adjusted so as not to cause water to cover any portion of the highway
pavement.
9. ITD has comprehensive rules governing outdoor advertising (IDAPA 39.03.60).
IDAPA 39.04.32 also requires that signs not "dazzle or blind" drivers. The current
trend toward high intensity signs has caused an increasing number of driver complaints
on urban segments of the State Highway System. This applicant should be aware of the
issue and plan the site's signing and lighting strategies accordingly.
10. The City is reminded that the U.S. 20/26 Corridor is already congested. This project
will increase the number of vehicle trips in the corridor. ITD has no current funding
assigned to widen U.S. 20/26.

Nampa & Meridian Irrigation District (NMID) has no comment on the above -referenced
application as it lies outside of our district boundaries. Please contact Settlers Irrigation at
344-2471 or at PO Box 7571, Boise, ID 83707.
All laterals and waste ways must be protected. All municipal surface drainage must be
retained on-site. If any surface drainage leaves the site, Nampa & Meridian .Irrigation District
(NMID) must review drainage plans.
