Re: Chinden and Linder Crossing — Project Narrative
Final Plat Application
To Whom It May Concern,
LEI Engineers and Surveyors, on behalf of FAE Holdings 450070R, LLC, is seeking
approval of a final plat and development agreement modification to subdivide 9.339
acres of land into nine commercial lots and two landscaped common lots. The subject
property is located at 6555 Linder Road in Meridian.
No development of the proposed lots is proposed for approval at this time; the
characteristics of the future commercial development will be determined at the time the
owner seeks building permits. A conceptual site plan has been included in this submittal
as a means to demonstrate the mix of uses that maybe developed in the future
dependant on lot sales.
Access to the commercial subdivision will be from Linder Road and Chinden Boulevard
(US 20-26). The internal road network will consist of a public road extension of West
Island Green Drive from the west property line to Linder Road, and a private road
connection to US 20-26. Idaho Transportation Department has approved the proposed
private approach from US 20-26.
Domestic utilities including water and sewer mains are available at the property
boundary to the south and east of this project. Storm drainage for the public row will be
retained on-site. Power, natural gas, telephone and cable are all available at the project
boundaries. At the time of this submittal discussion with the irrigation district and
neighboring property owners about the possibility of building a pressure irrigation pump
station are ongoing. Unfortunately, the project lies at the end of the irrigation lateral that
serves it and there may not be sufficient water and delivery to support a pressure
system, municipal water may need to be utilized to serve the property.
Project Amenities will include over one and a half acres of dedicated landscaping along
the project perimeter, with 35' landscape buffers on both Chinden and Linder Roads and
a 25' landscape buffer to the north abutting the existing residential neighborhood.
Individual pad sites will be required to meet the City of Meridian's landscaping
requirements at the time of building permit application.
Cow, This property has had three different development agreements in the past, at that time
this property was attached to a much larger parcel to the west that is now a part of the
Engin0ers i- Spurwing Country Club. At this time the developer feels that it would be prudent to
S u r v e y o r s create a new development agreement that would govern only this property and eliminate
any confusion or extraneous requirements that may exist.
There are no variances being requested for this project at this time
This project conforms to the approved preliminary plat and meets all of the requirements
and conditions as well as all requirements of the UDC. The project conforms to all
applicable engineering and surveying practices and local standards.

To Whom It May Concern
The Geotechnical Engineering Evaluation Report prepared by Strata on May 15, 2014 for the above
named project details the efforts undertaken to determine the depth to groundwater across the site. A
total of seven (7) exploratory test pits spread across the entire site dug to a depth of up to 12 feet
encountered no groundwater during April of this year. At four (4) of the test pit locations, piezometers
installed to a depth of up to 21 feet below the ground surface only encountered groundwater in the one
deepest well at a depth of 20.8 feet below ground surface.
While irrigation in the area in the summer months may impact groundwater levels, the Geotechnical
report referenced that the seasonal high groundwater levels in the vicinity of the project along the lowest
elevations on the eastern edge of the property are estimated to be greater than 17 feet below the ground
surface.
Based on this information, we conclude that the proposed street center line for this project has a three (3)
foot or greater separation to seasonal high groundwater.
