HomeMy WebLinkAboutTask Order No. 10198 with Civil Survey Consultants for Ustick to Locust Grove to Leslie Way Utility ImprovementsTASK ORDER NO. 10198 Pursuant to the MASTER AGREEMENT FOR PROFESSIONAL SERVICES BETWEEN CITY OF MERIDIAN (OWNER) AND CIVIL SURVEY CONSULTANTS (ENGINEER) This Task Order is made this day of May, 2013 and entered into by and between the City of Meridian, a municipal corporation organized under the laws of the State of Idaho, hereinafter referred to as "City", and accepted by CIVIL SURVEY CONSULTANTS, hereinafter referred to as "Engineer" pursuant to the mutual promises, covenant and conditions contained in the Master Agreement Category 1 B- Waterline Construction, Rehabilitation, and Reconstruction/Replacement Design between the above mentioned parties dated September 18, 2012. The Project Name for this Task Order 10198 is as follows: CITY OF MERIDIAN USTICK ROAD — LOCUST GROVE ROAD TO LESLIE WAY UTILITY IMPROVEMENTS PROJECT UNDERSTANDING Per the City's request, the Engineer will provide professional engineering services related to the design of new and relocated potable water and sanitary sewer improvements to be constructed in conjunction with the Ada County Highway District (ACRD) Project No's. 310017 and 510018. SCOPE OF WORK Task 1 — Administration 1.1 Set up the contract and submit written communication through the City's project management software (e -Builder). This includes but is not limited to the following: • Reports • Drawings • Requests for information • Request for action by City • General Project Documentation & Communication • Pay Invoices TASK ORDER 10198 — Ustick Road Utility Improvements Page 1 of 7 Civil Survey Consultants Task 2 — Design Improvements 2.1 Water System Improvements: • Adjust approximately eleven existing valve boxes to grade. • Provide notes and specifications to adjust or add water class pipes at approximately five water main pipes where conflicts exist with new storm drain or irrigation pipes. It will be assumed that the existing water main has 5' of cover, unless otherwise shown on ACHD roadway plans. • Design five new fire hydrants. • Design water main stub to eight properties on the southside of Ustick Road if requested by property owner. • Design water main stubs or water services to two properties located at the northwest corner of Ustick Road and Locust Grove Road intersection. Water will be stubbed to property as requested by ACHD. 2.2 Sewer System Improvements: Design sewer main stub to eight properties on the southside of Ustick Road if requested by property owner. Design sewer main stubs or services to two properties located at the northwest corner of Ustick Road and Locust Grove Road intersection. Water will be stubbed to property as requested by ACHD. 2.3 Property Owner Coordination Engineer will send a letter to the property owners on the south side of Ustick Road that are currently not served by city services and advise them of the project. The letter will advise them that the City will install service stubs to their property at their request and that the property owner will be responsible for reimbursing the city the cost to install the stubs. A copy of the letter will be provided to the City for review and approval prior to sending it to the property owner. Engineer will respond to letters or phone calls from property owners. 2.4 Easements Engineer will prepare easement descriptions and exhibits for the eight sewer and eight water stubs to the properties on the southside of Ustick Road as needed. The city's standard easement document, easement description, and exhibits will be sent to each property owner for signature. A total of 8 easements will be prepared. TASK ORDER 10198 — Ustick Road Utility Improvements Page 2 of 7 Civil Survey Consultants Task 3 — Construction Document Preparation and Review 3.1 Develop plans, specifications and bid schedule that meet current design standards and standard specifications of the City, ISPWC and ACHD. One complete set of plans and specifications will be developed. 3.2 Submit plans and specifications to City Engineering for departmental review and comment. Engineer to revise plans as necessary. 3.3 Submit one (1) full size physical copies of plans and special provisions to ACHD for review. 3.4 Submit revised plans and special provisions to City Engineering for Development Services review. Engineer to revise plans as necessary. 3.5 Submit plans and special provisions to City Engineering for QLPE review and approval. Engineer to revise plans as necessary and resubmit. 3.6 Submit a fully approved set of plans and special provisions to City Engineering Department. 3.7 Submit a fully approved set of plans and special provisions to ACHD for bidding purposes. Task 4 — Construction Services 4.1 Provide one set of construction stakes. It is anticipated that staking will be completed in two trips to the site. • Horizontal and vertical control stakes will be provided for each fire hydrant. • Horizontal and vertical control stakes will be provided for each sewer and water stub. • Staking will be completed within 48 hours when requested in writing by the Contractor. 4.2 Attend the pre-bid meeting. 4.3 Attend the pre -construction meeting. 4.4 Answer RFI's from contractor during bidding and construction about the design. 4.5 Review material specifications submitted by contractor. 4.6 Prepare record drawings meeting the City of Meridian Acceptance of Record/Electronic Drawings, dated October 25, 2012. TASK ORDER 10198 — Ustick Road Utility Improvements Page 3 of 7 Civil Survey Consultants ASSUMPTIONS 1. It will be the City's responsibility to negotiate and execute the Joint Effort Agreement for construction with ACRD. Plans will be prepared once the City has provided our office with AutoCAD electronic files of the final design submittal to ACHD. The City will obtain permission from ACHD to use the electronic files for utility design purposes. 2. All improvements will be designed based off topographic survey information provided by ACHD. Topographic surveying is not included as part of this scope of work. 3. The City will provide the Engineer with property owner mailing information necessary to send project notification letters. 4. It is anticipated that easements will be necessary to install sewer and water stubs due to lighting conduit, a seepage bed, and irrigation piping being installed behind the new sidewalk. It is assumed that one easement will be prepared per property. 5. The City will process all easements and record the easements with the Ada County Assessors office. 6. An Erosion and Sediment Control Plan (ESCP) will not be prepared. The City will coordinate with ACHD to have all work covered under ACHD ESCP and SWPPP. TIME OF COMPLETION and COMPENSATION SCHEDULE Engineering services will be completed as needed to construct improvements in conjunction with Ada County Highway District Project No's. 310017 and 510018. The preparation of the City of Meridian's plans are dependent on the completion of the Ada County Highway District's plans and the schedule below is an expected schedule and may vary based on changes to the Ada County Highway District's project schedule. The schedule below is based on a Notice to Proceed (NTP) from the City by June 2013. This results in Final Construction plans completed by September 2013. A NTP issued on a different date will change the schedule accordingly. No compensation will be paid over the Not -to -Exceed amount without prior written approval by the City in the form of a Change Order. The hourly rates for services and direct expenses are per the Master Agreement (by this reference made a part hereof) and current attached Rate Schedule and will be the basis for any additions and/or deletions in services rendered. Travel and meals are excluded from this Task Order unless explicitly listed in the Scope of Services and Payment Schedule. Amounts will be reimbursed at cost. Expense Rate Sub -Consultants Cost Travel See Below TRAVEL EXPENSES The City will only pay for meal, lodging and transportation expenses for official business that consists of consultants traveling to or from, outside of the Treasure Valley, and that are directly related to the specific task orders. Reimbursement will NOT exceed the limits allowed under TASK ORDER 10198 — Ustick Road Utility Improvements Page 6 of 7 Civil Survey Consultants the US General Services Administration Per Diem Rates for the Boise area. These rates can be found at the following website: http://www.-gsa.ciov/joortal/cateciory/l 00120 The current FY2013 rate for meals is $46 per full day, and $34.50 (75%) for both travel days. Receipts for meal per diem allowances are not required. The current FY2013 GSA hotel rate is $77.00/night. Lodging, transportation and hotel expenses will only be reimbursed when accompanied with an itemized receipt and proof of prior approval by the Project Manager. Transportation (Pre -approved by Project Manager): All travel must be by the most economical means practical. If there is interruption of travel or deviation from the direct route for the traveler's convenience, the deviation may not exceed the cost of uninterrupted travel. Airline: Consultants will only be reimbursed for coach or economy class rates. Rental Cars: A vehicle is only allowed with prior authorization by the City Project Manager.
