Dear Caleb,
Enclosed is the final plat application for TM Creek Subdivision No. 1, the eight (S) lot first
phase of the commercial project at the southeast corner of the Ten Mile Road / Franklin Road
intersection. The preliminary plat was approved by the Meridian City Council on March 18,
2014. Findings and Conclusions were approved by the Council on April 18'.
The eight commercial lots differ in configuration from the preliminary plat but are within the
approved eight -lot footprint. In addition to the buildable lots, there is one (1) common landscape
lot south of the public street entrance to the project. The required 35 -foot landscape buffer along
Ten Mile Road is located within an easement and a ROW "notch" that will be landscaped by
license agreement with ACHD.
Statement of Conformance
This final plat is in full conformance with: (1) The uses and layout approved by the preliminary
plat; (2) the use requirements and provisions of the UDC; and (3) acceptable engineering and
surveying practices, and local standards.

Dear Wardle,
In accordance with the City of Meridian's street elevation policy, all streets in the TM Creek
Subdivision, No. 1, are set at an elevation at least 3 feet above the highest established normal
groundwater elevation.
The highest establish normal groundwater elevation is approximately 20 feet below the existing
ground elevation in accordance with the Drainage Recommendation Letter written by Materials
Testing & Inspection, Inc., dated September 11, 2014. The lowest existing ground elevation within
this phase 1 platting area, is at an approximate elevation of 2573.5, the lowest street finish
centerline elevation is 2573.63.

Brighton Corporation is constructing several new roadways at the southeast corner of Ten Mile road and
Franklin road. The project includes approximately 1720 feet of new roadway, 3440 feet of curb and
gutter, and 1800 feet of sidewalk. The existing site has slopes that range from 0%-2:5%. This report

The stormwater system will be catching water from approximately 2.25 acres of new development area.
All of the stormwater runoff will be retained and disposed of within the site. Sheet C-201 through Sheet
C-205 show the stormwater system layout. The private roadways will route the stormwater along the
curb to drop inlets. From there the water is conveyed through a sand a grease trap to a seepage bed, or
is routed directly to an infiltration pond. The water will then percolate into the ground. The ACHD
Stormwater Design Manual was used for the design of the stormwater system.
Hydrology
The intensity duration frequency curve provided by the ACHD Stormwater Design Manual was used to
size the storm events. The stormwater system is designed to accommodate the peak discharge and total
volume of a 100 year storm event in accordance with the ACHD design manual. The minimum time of
concentration of 10 minutes was used in all cases.
Sand and Grease Trap
All stormwater is treated with a sand and grease traps prior to entering the seepage bed. The 1500
gallon sand and grease trap is appropriately sized, such that the throat velocity is less than 0.5 ft/s
during a 2 year storm, and will still handle the flow from a 100 year storm event.
Seepage Bed
The seepage bed in this project will be located beneath the roadway prism on Ten Mile Creek Drive. This
seepage bed will handle stormwaterfrom 0.71 acres. The water will be routed along sloped gutters to
two catch basins. Then, the water will flow through a sand a grease trap before entering the seepage
bed.
The rational method was used to size the seepage bed based on a 100 year storm event. The storm
produced a maximum flow of 2.11 cubic feet per second (cfs). Using this design storm, the percolation
bed will be 10 -feet by 100 -feet by 7 -feet deep, and filled with 1.5 inch to 2 inch drain rock (with 40%
voids). The bed storage volume includes an additional 15% to account for silt/sediment accumulation as
the bed ages.
Temporary Infiltration Ponds
There will be a total of five temporary infiltration ponds constructed during this project. They will be
located adjacent to the roadway, and will be positioned to minimize the quantity of required
conveyance piping. The roadways that are being constructed during this project is the first of several
projects to develop the surrounding area. The permanent stormwater handling facilities will be
designed, and installed during a future phase of the development. To ease construction, and provide an
additional factor of safety the ponds were all sized based on the basin with the largest area.
The rational method was used to size the temporary infiltration ponds. Based on the 100 year storm and
a time of concentration of 10 minutes a design flow of 0.96 cubic feet per second (cfs) was found. After
adding the 15% sedimentation factor to the runoff volume, the design volume was 1,477 cubic feet.
Since the required storage volume was less than 1500 cubic feet, a single cell infiltration pond was
chosen.
Using this flow, the temporary infiltration ponds will be 20 -feet by 34 -feet by 3 -feet deep. The pond
sizes were controlled by the assumed infiltration rate, and the area required for infiltration. If higher
infiltration rates are encountered on site, the pond sizes may be reduced.
Infiltration Rate
As a cost and time savings measure, a specific geotechnical investigation for the seepage beds and
temporary ponds was not conducted. However, there was an investigation conducted very close to the
project location. MTI provided a recommendation for the infiltration rate and the groundwater
elevation. According to their attached letter, the depth to groundwater to remain greater than 20 -feet
below ground surface throughout the year. It is anticipated free draining material will be located at
between 12 -feet and 15 -feet below ground surface. The seepage beds were designed with the
assumption that they would be in free draining material with infiltration rates greater than or equal to 8
in/hr.
Since it would be very costly to install the temporary infiltration ponds with filter sand to 15 feet below
ground surface, an infiltration rate of 1 in/hr was used to size the ponds. If soils with higher infiltration
rates are present at the location, the pond sizes may be reduced.

In compliance with your instructions, we have provided drainage recommendations for the proposed seepage
bed(s) for Ten Mile Crossing Drive. The recommendations in this letter are based on previous geotechnical
investigations performed onsite and observations and testing performed during fill placement, that previously
occurred onsite.
Groundwater
In the vicinity of the project site, groundwater levels are controlled in large part by agricultural irrigation
activity and leakage from nearby canals. Maximum groundwater elevations likely occur during the later
portion of the irrigation season. During previous investigations pet -formed in December 2010 and May 2014
within the proposed Ten Mile Creek Development, no evidence of groundwater was noted within borings and
test pits advanced to depths varying between 12.5 and 26.5 feet bgs. Based on evidence of this investigation
and background knowledge of the area, MTI estimates groundwater depths to remain greater than
approximately 20 feet bgs throughout the year. This depth can be confirmed through long-term groundwater
monitoring.
Soil Infiltration Rates
It is anticipated that poorly graded gravel with sand sediments will be encountered at depths varying between
12 and 15 feet below ground surface. These sediments typically exhibit infiltration values in excess of 12
inches per hour. Infiltration testing is generally not required within these sediments because of their free -
draining nature. It is recommended that infiltration facilities constructed on the site be extended into native
poorly graded gravel with sand sediments. Because of the high soil permeability, ASTM C33 filter sand, or
equivalent, should be incorporated into design of infiltration facilities. An infiltration rate of 8 inches per
hour should be used in design. Actual infiltration rates should be confirmed at the time of construction.
