Broadway Avenue Suite 102 Meridian, ID 83642 RE: Rezone/Preliminary Plat Narrative for Razzberry Point Villas Subdivision To Whom It May Concern: This narrative accompanies an application for rezone and preliminary plat for a proposed 1.43 -acre single-family residential subdivision located at the intersection of E. Star Drive and N. Bright Angel Avenue. The proposed development consists of 16 single-family residential lots, two common drives, and two landscape common lots. The applicant for this project is Ed Bowman represented by Civil Site Works. Rezone The project site is comprised of three parcels that are all annexed into Meridian City limits. The western parcel is currently a common lot within the Razzberry Crossing Subdivision. The two eastern parcels are undeveloped with a zoning designation of L-0 (Limited Office). The site is surrounded by R-8 zoning to the west and southeast, L-0 to the south and east, and RUT to the north. The rezone request is for a zoning designation of R-15 with a proposed density of 11.2 dwelling units/acre. Meridian's Future Land Use Map designates this area as a transitional zone between Medium Density Residential and Mixed Use Neighborhood. The applicant believes an R-15 zoning designation provides an appropriate transition between the surrounding uses of single-family residential and light office. Preliminary Plat The proposed preliminary plat consists of 16 single-family residential lots, two common drives, and two landscape common lots. Single family lots consist of 8 duplex lots with shared lot lines and 8 detached single-family homes. The minimum residential lot size is 2,009 SF. No new public or private streets are proposed as part of the development. 12 of the residences will take access from two common drives that take access from E. Star Drive and N. Bright Angel Avenue. Four duplex lots will take direct access from N. Bright Angel Avenue. Two landscape common lots totaling 4,265 SF will be provided within the development. The landscaping is intended to provide a focal entrance point into the Razzberry Crossing community and also to provide screening to new residential homes. The applicant is working with the Razzberry Crossing HOA to potentially annex this new development into the existing HOA. This would provide residents access to existing common areas and provide the HOA with additional dues that could be used for improvements to existing open space. An amendment to the CCR's would be created to address maintenance of the common drives. Conclusion This proposed development is intended to provided residential housing in a desirable Meridian neighborhood while meeting the goals and objectives of Meridian's Comprehensive Plan. The project has excellent access to recreation, public services, schools, and commercial uses and is not anticipated to place an undue burden on existing public services.
