Approval of the Agenda: Due to presenters time constraints it is requested that Items 5133 and 5C2 be moved to the beginning of 513. Commissioner Larsen made a motion to approve agenda as amended. Approval of Minutes: February 28, 2018, March 28, 2018, and April 25, 2018 Commissioner Madrigal made a motion to approve the February 28th, March 28th and April 25th 2018 minutes. Annual Public Works Expo, June 7, 2018 — SWAC Booth — Discussion (Meg Larsen, Commissioner) Commissioner Larsen wanted to remind people that SWAC has committed to a booth at the Public Works Expo June 7th from 4-7pm. There is a signup sheet for volunteering. Commissioner Larsen and Konrad with Republic services plan to be there the entire event, but additional helpers are always welcome and appreciated. Coordination of the recycling activity (focus is on plastics this year); freebies, handouts, and orange bag sample packet are underway. This will be the 3rd year SWAC has attended the Expo. B. Community Recycling Fund (1) May 5th Recycle a Bicycle Event- Report (Cheryl Caldwell, Commissioner, and Rachele Klein, Republic Services) We had lots of people this year. A lot of focus on tire repair aka slime. We processed 300+ bike tires between Cheryl, Scott, Mark, Mike, Rachele, Kale, John, Mary and Dan. Invoices submitted for reimbursement were 108+ for parts (SWAC) and 165± for slime (Parks). Considerations for future: Application process to verify residents of Meridian as well as gender of bike recipient Confirm access to water and power City to make purchases directly since tax is non -reimbursable Purchase a banner of some sort that can be used for various events SWAC to focus on bike recycling and letting others offer bike maintenance/slime Commissioner Caldwell will research banner costs and report back to SWAC. (3) DOW Hefty Energy Bag Program" — Update (David Miles, Public Works Dept.) Town Hall meeting held on May 91h provided basic outline of communication plan and efforts to date between Boise and Meridian. The MOU details still being worked out between the legal departments, so our timeline is still fluid. We have heard that Boise is hoping to have the orange bags available for purchase in local stores. When, where and how at this point are not know. C. Residential Recycling Program (1) May 5th Trash or Treasure Event — Report (Brett Baranco, MPD) While this year was increased to 5 subdivisions (900±) homes, this 2 year was somewhat disappointing. With numerous emails, videos, banners, even a spot by KTVB the message didn't quite get out there as we hoped. The HOA/PM's either didn't share the information/instructions or the message was contradictory on times of the event. While the participation wasn't what was expected, those that did seemed happy with it. Brett would like to request that SWAC continue the event for future but also make it a city wide event rather than trying to communicate to a small sector. After several discussion points on when, how and communication options a motion was made. Commissioner Pogue made a motion that SWAC approves Brett to report the results back to City Council for 2018 event including recommending that Trash to Treasure become an annual citywide event starting in 2019 on the weekend prior to Spring Cleanup week. Motion was seconded by Commissioner Walters. All ayes, motion carried It was also noted that staff meetings are currently being scheduled to discuss the need for better communications regarding Spring Cleanup week itself. (2) Recycling Options — Update (David Miles, Public Works Dept.) In accordance to the previous request for staff to review the request for program rate adjustments regarding recycling, David reports that staff has determined that the rate adjustment is outside the Franchise agreement and will not be considered at this time. A letter was issued by Mayor Tammy to Republic with this determination. Discussions are planned over the next few months for plan modifications, rates, etc., as applicable and appropriate. New Business A. Glass Recycling— Discussion (Rachele Klein, Republic Services) As requested by SWAC, Rachele provided information for initiating a glass recycling program in Meridian. Curbside services as well as drop site at the transfer station. Preliminary numbers reflect $6.47 per household for curbside; $6.00/yard for customer to talce their own glass to the transfer station; should the City want to pay for the monthly service for all residents to drop their glass for free at the station that would run approximately $1734.16 per month. Commissioner Larsen made a motion that Republic Services proceed with this presentation to City Council for approval and consideration of offering glass recycling to Meridian residents. Curbside collection would be subscription based and billed by Republic Services and the charges for the drop station at the transfer station to be discussed; City of Meridian to pay per monthly service or customer pays as they utilize the drop site. Commissioner Corey pointed out that this is not a simple request that can just be approved at the commission level. There are contract obligations regarding services and rates. There are established vetting processes involving rate changes, which include staff review, commission meetings, and council meeting with public hearings. Motion by Commissioner Corey that this topic is moved to City Staff in order to complete the vetting process of the contractual agreement and the various options with an expectation that there will be a recommendation presented to SWAC at the April 25, 2018 meeting. Residential Recycling Program (1) May 5"' Trash or Treasure Event — Update (Brett Baranco) Event planning, coordination, communication is well underway. HOA's have been contacted and will be receiving more reminders with the next week. Banners will be placed on May 2nd. To date 127 views of the Video that was created. Subdivisions involved: Burney Glen, Havasu Creek, Hunters Point, Bear Creek and Shepard's Creek Survey will be sent out on May 71n (2) Recycling Options — Staff Update Andrea provided update to SWAC regarding communication efforts. Staff had submitted a list of questions to Republic regarding the program and the franchise agreement; MRF operations information; glass recycling and composting. To date; responses have not been received. Therefore staff is unable to provide a recommendation to SWAC at this time. Chair Cory called Rachele to the podium. Rachele did have answers to the program questions. Some time was spent going over the responses with additional questions being asked. Rachele will provide the official response to Andrea for distribution not only to SWAC commissions but to staff as well. No action taken at this time, due to commitment for staff to review, and discuss further with Republic and come back with a recommendation to SWAC for next steps. 6. New Business A. Ada SWAC Meeting on Recycling Program Options - Update (SC) B. Ada County Open Meeting on Recycling Program Options; Survey results - Update A & B appeared to be combined in Commissioner Cory's update. Ada Co SWAC held a special meeting today. Survey for unincorporated Ada County is coming in at approximately 50% keep and just of 40% to stop recycling. While no formal decision has been made, the general consensus is to keep it for now. Dave Neal did state in the Ada SWAC meeting that with a reimbursement from the enterprise fund, there would not be a need for a rate hike. 7. Wonderful program! We still have large items for pickup sitting on our streets. What happened to the pickup for large items? One improvement to the program is to make that service automatic for the subdivisions that participate in the program. It is a fun program, keeps items out of the landfill, help neighbors integrate and get to know one another, and offers a convenient way to dispose of items that aren't repurposed. Great program! Had to call republic services again because my items did not get picked up when they were supposed to (on my spring clean track pick up day).
