Landis to approve the financial statement; seconded by J. Jones – all ayes – motion carried. 6. Historical Society and History Center Update by Lila Hill On file. 7. New Business a. Historical Society Collections B. Johnston and E. Kramer went through a portion of the Historical Society’s Collections, and there is a need to develop a plan for how these collections will be retained, managed, and maintained once the Historical Society members can no longer maintain it on their own. Society doesn’t want to see the collections go to the State archives. BN summarized that there are a couple things needed: on Collections – talk about the collections with B. Nary, H. Bodnar, commissioners, and Kaycee Emery from Mayor’s Office should talk about this issue and develop a plan long-range. B. Nary recommended that this process take place and a plan develops over the next few months. J. Jones and E. Landis volunteered for this role. Commissioners can email suggestions to H. Bodnar and she can send an invitation to set up a meeting. b. Outreach B. Johnston challenged the commissioners to come up with ideas to support growing the membership for the Historical Society. J . Jones verified the membership cost: $15 for and individual, $25 for a couple. J. Jones asked if these two items can be a part of the same conversation. She said that there are some service groups that we may be able to reach out to in order to reach larger networks. 8. Old Business a. Approve Registration Expenses for the Idaho Heritage Conference NTE $500 to send the interested commissioners to the Heritage Conference Motion by J. Jones, seconded by E. Landis – all ayes – motion carried. Commissioners will verify in August b. HPC “Coin” Award i. Walking Tour App Irrigation Component L. Hill has files for the Settlers Canal, there is some history related to names of incorporators and images related to this history. E. Landis asked how we will represent the irrigation components on the app. B. Johnston said we will have to pick a point to designate for each lateral. Motion by J. Jones, seconded by E. Landis to include Meridian’s irrigation history into the tour buddy app – all ayes – motion carried. ii. Design Draft Review J. Jones recommended a quote from someone local. Without edge numbering $1,002 or with edge numbe ring $1,137. Order will be filled within 20 days of order. J. Jones will find a sample of different quotes and conduct a poll, to be narrowed down to top three. E . Jones would like to get input from the other commissioners who are absent. Once HPC makes a decision, they can forward a recommendation to Council for their consideration. City Comprehensive Plan Review Meeting with Pete L’Orange scheduled for Friday, July 21 at 2:00 PM with commissioners J. Jones and D. Cronk. f. Future Student Essay Competitions J. Jones recommends extending this beyond high school and not limit the medium, she suggests marketing it more in the future as well. J. Jones suggested maybe piggy backing on the State’s theme. B. Johnston agreed. On-going item for discussion. g. Logo/ Branding Development J. Jones suggested reaching out to Rainey from Trademark to see what she would charge for logo development – mainly for letterhead, business cards, logo for shirts. Continue with the bell symbol that she developed. H. Bodnar will contact Rainey for a quote for logo and raw files. h. National Registry Neither B. Johnston or J. Evarts have heard back from either of the parties they have contacted. They will continue to reach out to Zamzow’s and the Hungry Onion. 9. Reports a. Children’s Museum Update J.Jones: meeting the second Monday of every month. Next advisory committee meeting is September 11 at 4:30 at Maui Wowi and is open to the public. They developed a strategic plan and timeline through the end of the year. They partnered with the Twiga Foundation to receive nonprofit benefits until they receive nonprofit status. They hope to be open by 2021. Andy Erstad of Erstad Architects is volunteering his time, and has worked on opening multiple museums in the US and Europe. He will create 3D models and schematics by the end of the year. It will be good for the public and donors to see what The Station canbe. The Station is now on Facebook, lots of positive feedback.from the public. 10. Next Meeting: August 1:0, 2017 at 5:30 p.m. J. Carol is not in the office during July. Her grandchildren are visiting from Prague. We have provided scanned copies of early school photos to Capitol Educators for their new office building in Meridian on Overland Road. Their contact person wrote a :Thank You” note. He was really tickled to see the copy from the Ada County Commissioners records that gave permission for the Meridian District #33 to organize. Repairs have been made to the 1937 school bus - & checks have been made from the “bus fund” to cover those repairs. Doug Rutan entered it into an old car show where it got a trophy & the Melba 4th of July parade where it received another prize. I took Blaine on a “show & tell” of the history center holdings – I think he was a bit surprised at the depth of some categories – you’ll hear more about that later – We feel that we are at the “We need more help, etc. stage. Robbie & I, both in the middle 80’s with dependent spouses – mine with Alzheimer’s & his confined to a wheel chair – do not have the hours to do a membership/volunteer drive – we have other members but they have not responded to the need for more help --- so – Help! & I believe that is on the agenda for discussion. This will be a hands-on workshop covering site monitoring, recording and reporting. Participants should bring a GPS unit if they own one a well as a clipboard and pencil. Part II of Cemetery Preservation will review the importance of a preservation plan as it relates to how to approach the preservation work in the field. Participants will experience a hands-on workshop in the materials and methods of preserving cemetery objects at the Old Penitentiary Cemetery. Demonstrations will include the appropriate methods to clean, repair and stabilize cemetery objects. Idaho State Archives' Layce Johnson, Processing Archivist, and Jenaleigh Kiebert, Digital Librarian, will walk participants through the stages of processing a collection and creating digital archives. Part One, Processing, will include each step of collection processing from initial assessment to proper archival housing, description and reating a finding aid. Part Two, Digitization, will utilize the information documented in Part One to build a publicly accessible digital collection. Preservation issues for both the physical and digital items will be addressed and resources will be provided to help make your project a success. Speaker: Jamee Fiore, SHPO, Architectural Historian, ISHS State Historic Preservation Office 8:30 -11:30 a.m. Preservation Workshop: Conserving the Eye of God: Stained Glass Windows and their Preservation Old Penitentiary, 2445 Old Penitentiary Road Stained glass windows are significant defining features of both historic and modern houses of worship. A stained glass window is more than a void in the fabric in a wall, but a transformative expression of light on the environment ambiance, and experience of a building's character. Stained glass windows are a language of vision whose medium is light. Conserving stained glass windows in historic buildings require an understanding of historic styles, the methods of fabrication, and recognition of conditions for conservation intervention. This session will address a brief history of stained glass, common historic style to 19th and early 20th century windows, an overview of window construction, and a discourse on existing conditions that precipitate various levels of conservation. In Part 1 of the workshop, participants will learn how to identify the character -defining features of their historic property - be it museum, historical society or historic site - in order to understand which elements of their own building are most important to preserve and protect. Folwell, architect and design consultant, as they discuss the City of Boise's massive restoration project to preserve internationally celebrated artist James Castle's home, workspaces and physical legacy. This field trip is designed for participants interested in the interplay between community relations, preservation, and program development, with a discussion focused on peacemaking, accessibility, new technology, collaborations and so much more. Sites to be visited include the Boise Art Museum, The Cabin, the Black History Museum, the Anne Frank Human Rights Memorial, and the Idaho History Museum. The directors at each location will focus on their institution's relationships with their communities, highlighting partnerships with other organizations and how these connections contribute to and enhance the area. Mr. Schlicker restored the windows of Christ Chapel and designed the new windows for St. Mary's Catholic Church. At St. Michael's Episcopal Cathedral, we will have the rare chance to view an original Louis Comfort Tiffany window, one of only three known in the Northwest. The historic houses of worship will include a visit to the following: • Christ Chapel on the campus of Boise State University: These windows are some of the oldest in Idaho, if not the Pacific Northwest. • St. Michael's Episcopal Cathedral: This sandstone structure was designed by the New York architect Henry M. Cogdon. Constructed in 1902 in the English Gothic style, the Cathedral has a remarkable collection of early 20th century stained glass, including a rare Tiffany window. • St. Mary's Catholic Church: An addition and new stained glass windows were added to this 1937 Tourtellotte and Hummel design. Navigating the nuances of financing, permitting and local design review may make preservation or adaptive reuse seem too difficult to even attempt. Luckily, there is a wide array of tools available to make the rehabilitation of historic buildings worthwhile. From universally accepted design treatments to tax credits to grant funding, this session will explore the tools available to assist in the rehabilitation of historic structures. J. Todd Scott, Preservation Architect for King County, Washington, and past Community Development Director in Astoria, Oregon, will guide you through the opportunities and challenges of rehabilitating historic buildings, drawing on examples from his significant experience in the Northwest. The presenters will illustrate how the retention and continued use of commercial, residential, industrial, and agricultural properties depends on their identification, documenting their historical role in the community's development, and understanding the current perception of how these properties contribute to community character and identity. Certified local governments can learn how to successfully integrate historic preservation into local comprehensive planning priorities and see examples of tools employed in other communities for identifying and prioritizing survey areas. Main Streets will learn about methods for identifying and the role of these and stories in heritage tourism marketing. Local historic societies and interested citizens will benefit from learning how to actively engage in preservation in the community through both search and field work. Speakers: • Spencer Howard • Katie Chase 10:30 a.m. -11:45 a.m. History Session: The CCC in Idaho Idaho Statehouse Created in March 1933, the Civilian Conservation Corps (CCC) was the first and most far- reaching of the New Deal programs. It was a public works program intended to promote environmental conservation and build good citizens through vigorous disciplined outdoor labor. The CCC remains one of the few sucessful examples of how the United States has acted to mitigate the catastrophic effects of economic collapse while producing a legacy of public benefit. This session will use the results of extensive research and collection about the CCC in Idaho to examine the impact of the CCC as a successful public program on individuals, communities and economies in Idaho. The groundbreaking digital portal about the CCC in Idaho established online at the University of Idaho Library will be used to show the structural landscapes created by the CCC in Idaho and how scholars and public can use the portal. They are committed to historic preservation in their community, but can feel at a bit of a loss of how to actually do that. One of the best ways for HPCs to confront this difficulty is to have a Historic Preservation Plan. A well -crafted Historic Preservation Plan can help a Historic Preservation Commission focus their efforts, can raise the profile of the Commission in the community (and within the city/county government), and put the Commission in a better position for possible grant funds (and notjust CLG Grant funds). But what if the Commission, or the city/county, doesn't have the funds to bring in a consultant to write the plan for them? This session will provide attendees with some guidance on how to craft an effective Historic Preservation Plan in-house and will help set up Commissions for success in the future. One of their key duties is to review and approve National Register of Historic Places nominations for accuracy and adequacy. At least one member must be professionally qualified in each of the following disciplines: architectural history, archaeology and history.
