Dear Mr. Johnson & City Clerk Officers,
I am writing to express my strong opposition to the proposed multi-family development (cited in H-
2019-0099 & H-2019-0104) on Overland Road, to the West of S. Movado Way.
My family and I moved to Meridian, specifically to the Movado subdivision because of its accessability
to the 84 freeway and the original plans of having what sounded like a more walk-able and bike-able
community in this area of SE Meridian. It's aggravating and concerning to find out after we moved in
that Dave Evans Construction requested an increase to build more apartments--an increase from
approximately 100 units to over 200 units--and subsequently decrease the commercial/retail use at
the entrance of the community via S. Movado Way.
These changes are a terrible idea! If approved, these changes will: negatively affect property values,
lessen the quality of life of current residents, increase safety issues, increase traffic problems (400
more cars from the apartment development), decrease usable open space, and burden the local
school system with potential overcrowding (see attached letter from the West Ada School District).
My family and I are against the new changes being requested for the development and are hopeful
that the ORIGINAL PLAN can be restored, namely, half the apartments and the opportunity for
commercial properties to be developed. That would improve our lifestyle, our home values, and
Meridian's reputation for being a walkable-friendly city. Thank you for your time and consideration.

Dear Planners:
Joint School District No. 2 (dba West Ada School District) has experienced significant and sustained growth in student
enrollment during the last ten years. Many of our schools throughout the district are operating at or above capacity. Based
on U.S. census data, we can predict that these homes, when completed, will house 163 (= # homes x 0.8 per census data)
school aged children. Approval of the Silverstone Apartments will affect enrollments at the following schools in West Ada
District:

Due to the abundant amount of growth in the area, West Ada is actively building new schools, and boundaries are always
changing. These future students could potentially attend Pleasant View Elementary, and Owyhee High School.
West Ada School District supports economic growth; however, growth fosters the need for additional school capacity. In
order to meet the need for additional school capacity, West Ada School District will accept the donation of land
appropriate for a school site. Passage of a bond issue will be required prior to the commencement of new school
construction.
If this development is approved residents cannot be assured of attending the neighborhood school as it may be necessary
to bus students to available classrooms across the district. The safety of our students is our first and foremost priority.
With this in mind, we ask that you encourage the developer to provide safe walkways, bike baths and pedestrian access
for our students. School capacity and transportation is addressed in Idaho Code 67-6508 - future development will
continue to have an impact on the district's capacity.
