2019-11-14 Terry DeckerNovember 14, 2019 MERIDIAN CITY CLERK Meridian, Id 83642 RE: Pile# H-2019-0099 and File# H-2019-0104 Movado Development Agreement Modification and Movado Conditional Use Permit Modification Proposed Hearing Date: December 3, 2019 Dear Meridian City Clerk: As a homeowner in the Villages at Movado, I continue to object to the (2) proposals of the Silverstone Apartment Project. There were two representatives of Dale Evans Construction at a meeting of the Village people on November 121h. The gentlemen provided us with new site plans and letter of intention to modify the number of apartments, layout of project and that the City of Meridian is in favor of the new (paper) access location to the apartments. I don't feel this modification is adequate because of heavy traffic already on Movado Way. There will be nearly 200 units with up to 400 cars utilizing the few access points into our Village. I feel any current traffic assessment will not give a full future picture of the heavy traffic on this road. Please consider all the future builds of the townhomes on the east side of Movado Way, the apartments that are now being completed at the southwest side of the our Movado development, 50 more Movado village condos and the many more commercial construction buildings that will be springing up in the Silverstone Campus. Attempting to make left hand turns will back up traffic and cause horrific accidents, let alone headaches for everyone in this area from Eagle to Cloverdale. I am amazed at the poor planning allowing the future roads in this Movado development not to require a main artery to flow onto Cloverdale. Heaven forbid a firetruck trying to navigate through with parking allowed on both sides of Movado Way in a peak traffic hour. As a homeowner and recent widow, I moved from Hawaii to provide a home for me, my daughter, sister and niece and am very worried my investment will seriously deteriorate as the building and cars and people will overrun the beauty and value of the Villages and surrounding homes. I am concerned that already, 3 people have their homes on the market which signified the "writing is on the wall" that they don't believe this area will provide the vision they had when they settled their families here. There are no open spaces for children of the proposed apartment development to play on bikes, skateboards and recreate as children need. What has been provided for the children's play is minimal considering the amount of families who may live there. -2 - In conclusion, I would like to see the parcels on either side of the entrance to Movado Way remain commercial for the benefit of the people living here. Our neighborhood can use services such as pubs, restaurants, stores, shops to enhance the area and encourage people to move in rather than move out because of the neighborhood blight that would greet at the entrance. Thank you for allowing my letter to stand in the upcoming December 3, 2019 hearing in lieu of my personal testimony. Sincerely, Terry Decker, homeowner Movado Village 4235 E.
