Project Description Rezone from I-L (Light Industrial) to the C-G (General Commercial) zoning district

The Idaho Transportation Department (ITD) reviewed the referenced rezone application applications and has the
following comments:
1. This project abuts the State Highway system.
2. No direct access to the State Highway system is requested with this application and none is approved.
3. Trip generation numbers were not provided with this application. ITD needs more information on the trip
generations to determine what mitigations, if any, that the applicant may be required to construct on the
State Highway system. Future development of this parcel will require submittal of trip generations to ITD,
and may require a Traffic Impact Study (TIS). ITD reserves the right to make further comments upon
review of any additionally submitted documents.
4. The City is reminded that the SH-55 corridor is already congested. This project will increase the number
of vehicle trips in the corridor. As the City continues to add additional trips to the corridor through
development, the congestion will worsen until the roadway system is ultimately overloaded and fails. ITD
has a project programmed for 2022 that will construct an additional southbound lane on SH-55 from East
Leslie Drive to I-84. The project is still in the design phase. Preliminary plans do not indicate additional
right-of-way is needed.
5. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State Highway.
6. The Idaho Administrative Procedure Act (IDAPA) 39.03.60 governs advertising along the State Highway
system. The applicant may contact Justin Pond, Program Manager for ITD’s Headquarters Right-of-Way

7. ITD does not object to the rezone from I-L to C-G as presented in the application. Applicant is reminded
additional information on trip generations will be required for later applications.
