The purpose for this change would be to allow the Meridian City Council to approve development projects that have been well thought out and designed, but, because of access limitations or other challenges specific to the parcel, would not be able to be fully developed because of the current code limitations. This change will allow property owners and the Meridian City Council more flexibility when developing parcels with access limitations. The Meridian Fire Department has indicated that they would not have an issue with the change. Current code is stated as follows: 11-6C-3 B. 4. Cul -De -Sacs: No streets or series of streets that ends in a cul-de-sac or a dead end shall be longer than four hundred fifty feet (450'). Our proposed change to the text: B.4. Cul -De -Sacs: No streets or series of streets that ends in a cul-de-sac or a dead end shall be longer than five hundred feet (500'), or up to seven hundred fifty feet (750') with City Council approval. Here are examples of how some of the other local jurisdictions limit cul-de-sac streets: ACHD code does not limit the length of cul-de-sacs. It states that cul-de-sacs should be limited to serving dwelling units that generate no more than 400 vehicle trips per day. The 500' cul-de-sac we are proposing would generate around 180 trips per day. The City of Boise does not have a limitation in their code. They have a hard limit of 750' based on Boise Fire Departments recommendation. They also can limit length further on a case by case basis. They most often prefer that cul-de-sac length be limited to 500' depending on location and surrounding development pattern. • The City of Kuna limits cul-de-sacs to a maximum length of 500'. Ada County Code reference 7207.3.5 Cul-de-sacs Ada County or the city in which the cul-de-sac is located shall determine the maximum length and number of dwelling units allowed to take access from the cul-de-sac, provided the maximum number of expected trips per day generated by those properties taking access from an individual cul-de-sac shall not exceed 400. I believe the Fire Department limits roads without a 2nd access to 750'. You could contact Ron Johnson with Boise Fire to verify (208-570-6500 or rjohnson(@_cityofboise.org). However, the Planning Department doesn't like to see dead end roads this long, so depending on the situation, we would likely recommend to Council that a 2nd road access be provided for roads of this length. It would be based on the general connectivity goals of the Comprehensive Plan and Transportation Action Plan. A lot depends on the location and surrounding development pattern. Generally, Council doesn't like to approve blocks much over about 500' in length.
