In the PM peak hour southbound traffic traveling thought the intersection to go to destinations south of the site and those heading southbound making a right turn to go west onto Victory Road are over. Additionally, some of the information in the report is incorrect and our traffic staff provided some information. The 4% is listed for Eagle Road north of Victory with a right-in/right-out. For Victory Road east of Eagle the study reports that with the right a right-in/right-out on Eagle it is about 10% of the total traffic (2% with a full access on Eagle Road) Regardless, no mitigation is required as this section of Victory Road is listed as a funded improvement for widening to 5 lanes between 2026 and 2030. We can’t require improvement to the intersection since the sight generated traffic does not contribute to the failing movements – southbound through and right turns. Hopefully you can shed some light on these having to do with the traffic study: 1. The traffic study done by Thompson states that traffic on Victory is approximately 10% of the total traffic on that segment. However, in paragraph B.2.c. of the ACHD study notes that traffic is 4% of daily total (Eagle, but not Victory) and therefore NO mitigation is required per 7205.3.1. However, as stated by Thompson Engineers, traffic on Victory is approximately 10%. I'm curious why they are only using the 4% to base their findings and not both. If traffic is 10% on Victory, why no mitigation? 2. Similarly, I'm concerned about the peak hour intersection traffic figures. The peak hour intersection count is 1,149 (based on the numbers of 790 on Eagle, 359 on Victory). Peak hour estimate for this project is 167, which is roughly 15%,exceeding the 10% threshold.
