Dear Mr. Ream,
The Idaho Transportation Department (ITD) has reviewed the findings presented in the revised Percy
Subdivision Traffic Impact Study (TIS) dated August 19, 2019. The development is located east of SH-69
between Amity Rd and Lake Hazel Rd. The development is proposing to construct a public road (Quartz Street)
at the mid-mile, approximately mile point 6.64, right. The public road is proposed to be limited to right-in,
right-out, left-in.
The following mitigation improvements are required prior to the development’s occupancy.
Intersection of SH-69 and Quartz Street (Proposed Access)
o Construct the proposed Quartz Street to ACHD’s standards with a minimum approach width of 28ft and radii
between 30ft – 40ft.
o Construct a concrete median barrier using ITD’s Type 1 traffic separator to limit the proposed Quartz Street
to right-in, right-out, left-in.
• Median barrier shall extend 150ft from center of the approach. See below diagram as an example.

Approach Removals
o Remove approach approximately 320ft north of the proposed Quartz Street.
o Remove single family approach approximately 120ft north of the proposed Quartz Street and provide the
parcel access to Quartz Street.
o Remove two agricultural approaches approximately 20ft and 150ft south of the proposed Quartz Street and
provide the parcel access to Quartz Street.
Intersection of SH-69 and Amity
o Work with ACHD to install a “U-Turn” sign for the northbound to southbound turning movement.
o Pay a proportionate share (2.75% of costs) to design and construct the WBR, NBR, SBR turn lanes prior to any
building occupancy.
• Due to the pavement impacts of the right turn lane additions described above, the traffic signal at
SH-69 & Amity will need to be replaced.
• ITD estimated the design and construction costs at $1,203,875. See attached estimate. The
developer’s proportionate share is $33,107.

It has not been determined at this point whether the proportionate share contribution shall be paid to ITD
directly. ITD has started discussions with the city of Meridian regarding creation of an interagency agreement to
hold the developer’s proportionate share contribution for use in a future project. Determination of which
agency shall be responsible for holding the funds will be determined prior to issuance of an ITD encroachment
permit.
If the developer is accepting of the above described safety improvements, ITD finds the Percy Subdivision TIS to
be acceptable. The developer will need to submit an encroachment application (ITD form 2109) along with a
$100 application fee, engineered drawings and a traffic control plan.
This letter only acknowledges ITD’s acceptance of the TIS. Final approval of the approach and improvements is
determined once all documentation including a permit application has been provided and the permit is signed.

Scope:
Widen SH-69 to accommodate designated right turn lanes in the northbound and southbound directions. Widen Amity Rd to
accommodate a designated right turn lane in the westbound direction.
Due to the pavement impacts of the right turn lane additions described above, the traffic signal at SH-69 & Amity will need to
be replaced. Similarly, the existing pedestrian signal will need to be relocated and reset. The revised lane configuration
requires new corner radii at the intersection. The assumed corner radii in this scope were chosen to accommodate the WB-67
design vehicle based on the minimum AASHTO recommendations. As such, the catch slopes of the new radii will likely trigger
minor right-of-way impacts. Topographic data is needed to make a definitive determination for right-of-way impacts. Given
the fact that this scope requires the relocation of the existing pedestrian push-button signal, this scope also includes the
construction of curb ramps, sidewalk, and curb & gutter in the immediate vicinity of the intersection.
