2019-09-17 COMPASSCommunities in Motion 2040 2.0 Development Review
The Community Planning Association of Southwest Idaho (COMPASS) is the metropolitan planning organization
(MPO) for Ada and Canyon Counties. COMPASS has developed this review as a tool for local governments to
evaluate whether land developments are consistent with the goals of Communities in Motion 2040 2.0 (CIM 2040),
the regional long-range transportation plan for Ada and Canyon Counties. This checklist is not intended to be
prescriptive, but rather a guidance document based on CIM 2040 2.0 goals.
Recommendations
Eagle Road is identified in the COMPASS Transportation Improvement Program as a project to commence in 2020
(Key #RD207-33). This project will widen Eagle Road from Amity Road to Victory Road to five lanes with curb-
gutter, sidewalk, and bike lanes. Eagle Road is planned as a regional bicycle corridor in Communities in Motion
2040 2.0 plan. The proposal requests additional vehicle access to Eagle Road and Victory Road, both arterials.
Consider reducing access locations on Eagle Road and/or requiring right in/right out access only. Additional access
locations can reduce efficiency and decrease safety on the corridor. The proposal is a mix of residential and retail,
which can mitigate congestion by encouraging non-motorized travel. Public, stub roads to the north are critical to
provide future connectivity. The site is not currently served by public transportation. ValleyConnect 2.0 plans for
routes in south Meridian however, bus stops would be one mile or more from the site, so the Senior Living
Community will not be able to be served by ACCESS paratransit services.

Walking and biking reduces congestion by taking cars off
the road, while supporting a healthy and active lifestyle.
Level of Stress considers facility type, number of vehicle
lanes, and speed. Roads with G or PG ratings better
support bicyclists and pedestrians of all ages and comfort
levels.

Developments within 1.5 miles of police and fire
stations ensure that emergency services are more
efficient and reduce the cost of these important public
services.
