These improvements will be constructed as an ACHD project, and as a result, developers are not required to

The current configuration of Black Cat Road operates at a level of service that is better than the acceptable
planning thresholds. After the full build-out of Millbrae, the current configuration of Black Cat Road is
estimated to continue operating at a level of service better than the acceptable planning thresholds. Additional

Based on what you are saying, was there any thought of extending the left turn lane north of the intersection
past the ingress / egress of the proposed subdivision entrance, in order to facilitate turning left into and out of
the subdivision?

I am writing you in response to your email seeking clarification on the Millbrae Subdivision project.
The applicant’s proposal did not meet District policy, however, Staff recommended a modification to District
policy to approve the intersection location as proposed. The recommended modification is due to the fact that
the site does not have adequate frontage to meet the Dist rict’s spacing requirements between Cherry Lane and
Milliron Street, the proposed roadway intersection is outside of the influence area of the Cherry Lane/Black
Cat intersection, and access is being proposed to the lesser classified street. Modification of policy was
approved at the discretion of the Deputy Director of Development and Technical Services. Additional
information can be found in Finding 4, Roadway Offsets, on page 7 of the staff report.
You are correct that while the projects listed on page 2 of the ACHD staff report are listed in ACHD’s CIP
(Capital Improvements Plan), they are not scheduled in the Integrated Five Year Work Plan. Each year,
ACHD works with our partner agencies to prioritizes projects to be included in the Integrated Five Year Work
Plan. Because of this, I am unable to provide you with a specific timeframe for when the project listed may be
included in the Integrated Five Year Work Plan.
The traffic counts listed are based on ACHD’s most current traffic counts, as stated in the staff report. Traffic
generated as a result of an approved development would not be included in this count.

Dear Jorge,
After reviewing the above report, I have a few questions I hope you can answer.

1. There was no mention of concern regarding the distance of the subdivision entrance to that of the
intersection. The entrance appears to be approximately 100 feet to close. Was there a variance granted? (I
did not see any mention of a variance.)
2. The report mentions that intersection of Black Cat is listed in the CIP to be widened from 5-6 lanes on the
north side between 2021 and 2025 but I could not find any mention of this or other improvements mentioned
in the report in the five year plan. Is that intersection going to be improved in the next five years? Ten years?
3. It appears that the number for PM Peak Hour Traffic Count are from 2018 statistics and do not take into
consideration the additional traffic in 2019 due to the opening of St. Luke's Hospital and the estimated
increase in traffic from the Millbrae and Burlingame subdivision. Is this correct?
