H-2019-0006
Please forward our written testimony concerning Three Corners Ranch to Mayor de Weerd and the City
Council for the July 16, 2019 hearing. Thank you.

Dear Mayor de Weerd and the Meridian City Council:
Thank you all for the time you have devoted to evaluating the proposed Three Corners Ranch (TCR)
subdivision.
Understandably, all residents of the existing subdivisions surrounding the proposed TCR have one
main concern in common - the safety of all children, we have approximately 20 small children on our
end of the street. After the June 26 th Council hearing, it forced us to take a look at Stafford Place
where we reside in Bristol Heights subdivision. Our home is only about ten yards from the road. Our
street always has numerous parked cars and trucks that cause congestion with both vehicle and
pedestrian traffic. We do have sidewalks; however the mail boxes are located in the center of the
sidewalks thus barely allowing for a stroller to pass by, let alone skateboards and bicycles, so the
children ride in the street. The same is true for Barclay Street which is slated to be one of the two
entrances into Three Corners Ranch.
We are in favor of the plan that was passed by both ACHD and Meridian Planning and Zoning
Commissions. We are not in favor of the Meridian staff plan to add east west connectivity from
Stafford Place to Sweet Valley Avenue, as that will greatly increase the cut through traffic from Eagle
Road, Chinden Blvd., and Locust Grove Road. It will totally devastate the livability of Stafford Place,
as every vehicle that travels on the east west thoroughfare must travel on Stafford Place and then on
to numerous streets in Bristol Heights, without stop signs, that are always busy with lots of children,
bicyclists, and parked vehicles, as well as the existing traffic. This will be simply dreadful!
Additionally, if all stub streets were to be opened , it would be a derby of sorts with traffic traveling
through all subdivisions from McMillan, Locust Grove, Eagle, and Chinden. It has been my
experience when I’ve seen cut through traffic, that they are in a hurry, don’t obey the speed limit
signs, and are clearly oblivious to pedestrians and children playing in the neighborhoods. This is a
huge safety issue.
In summary, Bristol Heights is located at one of the busiest intersections in northwest Boise. We are
inundated with change, growth, and phenomenal amounts of traffic in Boise and Meridian. With the
2
plan approved by Meridian Planning and Zoning and ACHD, there is an opportunity to limit the
additional traffic into the neighborhood to the vehicles only traveling to and from Three Corners
Ranch, while maintaining safety and a livable quality of life.
Thank you for taking the time to consider our comments.
Sincerely,
Patricia and John Trofast
