Cherry Lane Applications for annexation with rezone, Preliminary Plat Dear Mr. Hood: On behalf of my client, Trilogy Development, please accept the attached applications for annexing the subject properties into the City of Meridian with a new zoning designation of R-8 and a preliminary plat for 41 single family lots, plus open space and amenities. The properties are located on the northwest corner of Cherry Lane and Black Cat Road (3N, 1 W, Section 4). The parcels total 8.8 acres and are located in Ada County with a zoning designation of RUT (Rural Urban Transition). The existing residence at 4920 Cherry Lane will be incorporated into the new subdivision. The remaining structures will be removed from the site. The property is located at the crossroads of two arterial roadways, Cherry Lane and Black Cat Road, and is surrounded by Meridian City limits. Annexation and Rezone The site is in the Meridian Area of City Impact with a Comprehensive Plan designation of Low Density Residential as shown in light green below. The Low Density designation is a small pocket of properties in the northwest corner of two arterials and is surrounded by the Medium Density designation. 2141 W Airport Way, Ste 104 • Boise, ID 83705 • T 208.342.5400 • F 208.342.5353 • www.whpacific.com WHPacific We are requesting the property be annexed with a zoning designation for R-8, Medium Density Residential. This zoning is allowable with a "step up" in the Comprehensive Plan designation. A similar "step up" in the Comprehensive Plan designation was approved in November 2018 for a new subdivision just west of Millbrae. City Council approved the rezone of the Burlingame Subdivision to R-8, Medium Density Residential. Burlingame is located in the same Comprehensive Plan area and has the same Comp Plan designation. In addition, at our April 2019, pre -application meeting, City staff indicated that this small area was being considered for a revised designation to Medium Density in the current Meridian Comprehensive Plan update. Preliminary Plat Millbrae Subdivision meets the zoning regulations and dimensional standards for a Medium Density Residential, R-8, subdivision as required by the Meridian Unified Development Code. Front setbacks are 20', rear setbacks are 15' and interior side setbacks are 5'. No homes will be over 35' in height. All new home lots are larger than the minimum lot size of 4000 sf. Lot sizes range from 4400 sf to 9715 sf, with an average lot size of 5542 sf. A list of lots and lot sizes is shown on the preliminary plat. The gross density of Millbrae is 4.7 dwelling units/acre. We are not requesting any subdivision variances, waivers or a PUD for the subdivision. Buffers and Open Space Twenty-five (25') foot buffers are planned along both Black Cat Road and Cherry Lane. The detached sidewalks along these streets are located within the road right of way. Common open space is located in the center of Millbrae and is easily accessible to all residents. The open area will include a playground and picnic area and plenty of grassy areas for play. Some of the common area will be used for surface storm water management catchments with gently sloping sides. An irrigation pond along the north side of Millbrae will provide another common area with landscaping and a bench. The total common area is 1.5 acres; with useable open space of 1.01 acres or 11.5%. The future 47 -acre West Meridian Regional Parlc will be located just %2 mile west of Millbrae Subdivision on Cherry Lane. Streets and Utilities All streets will be built to ACHD public street standards with 33' of pavement back -of -curb to back -of -curb, within a 47' wide right of way. White Birch Street will stub to the west to facilitate future development and connectivity. Due to intersection offset standards, ACHD will allow only one access along Black Cat Road. We have provided a paved access to Cherry Lane for emergency vehicles only. This emergency access will be 20' wide and have bollards to block non -emergency vehicles; however, this drive can be used for pedestrian and bike access to Cherry Lane. Sanitary sewer and water are available to the property. Pressurized irrigation will be provided to each property using the irrigation pond and pump located on Lot 5, Block 1. WHPacific Neighborhood Meeting A neighborhood meeting was held at Chaparral Elementary School on Monday, May 6, 2019, at 6 pm. An attendance list is included in our application package. Most of the questions concerned the schedule for development and traffic/speeds in the area. Millbrae Subdivision will be a great addition to the City of Meridian with a mix of much needed lot sizes and homes. Based on the results of our investigation and evaluation, we believe the property is acceptable, from a geotechnical perspective, for the proposed subdivision. One onsite well log indicates 5' to static groundwater. Deep wells may indicate a higher static water level due to artesian pressure. • No clay soil of concern was observed or sampled on the property. Clay of concern would be a fat clay with the potential for large volume changes based upon moisture content. • Bedrock was not encountered in test pits that extended up to 12 feet deep. Well logs for the subject property obtained from IDWR indicate that no bedrock is present. • Normal foundation construction is anticipated for residential construction. Crawlspaces and basements are acceptable. • An R -Value test resulted in reducing the pavement section for interior, residential streets within this development. Pavement section are provided for Traffic Indexes of T1=6 and T1=8. It is to be confirmed with ACHD that these values are acceptable for all new street and improvements to Blackcat road and Cherry Lane. • Two percolation tests performed at the contact depth of the native sand and gravel stratum resulted in a recommend design perc rate of P=2.0 inches/hour. Percolation rate is to be confirmed at the point of injection at the time of construction. • Monthly groundwater monitoring is recommended. If groundwater appears in the installed wells, the project surveyor will be contacted to provide well casing elevations for future groundwater reports. Improvements to right of ways are anticipated. The purpose of this investigation was to evaluate the subsurface soil conditions and provide recommendations for building foundations and civil construction. The field investigation included subsurface exploration by means of a rubber tire mounted backhoe operated by an independent contractor. During excavation of the test pits, logs were generated, and soil samples were gathered. Soil samples were returned to our in- house soil laboratory for testing. After the field investigation and laboratory testing was completed, all available field and laboratory test data was reviewed, the provided design information was evaluated, and this report was prepared. This report summarizes our findings and recommendations regarding the geotechnical aspects of the project. AUTHORIZATION E-mail authorization to proceed with this geotechnical investigation was received from the client on March 3, 2019. Staking and excavation was delayed until a civil deign was developed. Authorization to proceed and the use of the recommendations provided herein indicate the client's acceptance of the scope of work, warranty, limitations, and M general conditions provided herein and within the submitted proposal. Geotechnical Services / Soll Testing & Inspection Services SITE Post Office Box 190537 - Boise, Idaho 83719 site.consulting.idaho@gmaii.com - 208-440-6276 CONSULTING, LLC RESEARCH & BACKGROUND GENERAL There are two homes and numerous outbuildings on the subject property. Historical aerial photos, back to 1992 do not reveal other historical structures other than the known single-family residences and related outbuilding now present. Ada County records indicate at least one basement is present and IDWR logs confirm wells are also present on the property. The undeveloped portion of the property is farmland or pastureland. It is to be confirmed at the time of subdivision construction that all foundation and slab on grade concrete was removed during demolition and that the resulting excavations were properly backfilled with structural fill. FIELD INVESTIGATION Six test pits were advanced to depths of approximately 10 or 12 feet below the existing ground surface. Sloughing soils prevented deeper exploration. During excavation, samples were recovered from the spoil piles as excavation was performed. These samples were sealed in plastic bags, labeled, and returned to the laboratory for evaluation and analysis. In the laboratory, sieve analysis (ASTM Test Method C136-93), Moisture Content (ASTM Test Method 2216-92) and Liquid Limit, Plastic Limit and Plasticity Index (ASTM Test Method D 4318-93) testing were performed on selected samples. Tests were performed in general accordance with the cited ASTM test methods. All test results are included in the Test Pit Logs located in the Appendix. This soil is atop a sandy silt or silty sand, that in some, but not all, test pits was weakly cemented. This layer varies in depth but extends to gravel contact at three to seven feet deep. In test pits TP -3 & TP -6 the sand and gravel is very silty in the upper ten feet. The other four test pits were cleaner pitrun type materials. No groundwater was encountered in any of our 10 -12 -foot -deep test pits. Since groundwater was not encountered, well logs for the subject and nearby properties were researched. The Idaho Department of Water Resources website provided the four well logs included in the Appendix. These logs indicate the static groundwater is 5-10 feet deep on and near the subject property. Deeper artesian pressure may result in higher static water levels than actually exist at shallower depth. After proper grubbing, the native lean clay, silt, and silty sand or sandy silt, soils can be utilized as structural fill to fill residential lots. Removal of the majority of the organic materials will require grubbing of 4-6 inches of surface soils. This is required in all areas to receive structural fill. Deeper excavation may be required along irrigation ditches and where large trees, bushes, and soft wet areas are present. The depth of grubbing is to be confirmed during construction to ensure that organic materials are properly removed from beneath future pavements and structural fills. Inspection by the project geotechnical engineer should confirm that all organic material and demolition debris is removed. Inspection must confirm complete removal of demolished structures including basement floors. If construction is to occur during wet weather or wet surface soil conditions, low- pressure, (tracked), construction equipment is recommended. Rutting caused by the contactor using rubber -tired equipment on a wet subgrade can be expected and should be repaired at contractor expense. This information is to be supplied to earthwork contractors prior to construction. Structural fills less than three feet deep are to be compacted to 95 % of the maximum dry density by ASTM D698, Standard Proctor. For deeper fills, such as ditch backfill, basement backfill, and fill intended to contain rerouted irrigation canals, ditches, or storm water runoff, fill materials are to be compacted to 100 % of the Standard Proctor maximum dry density. If structural fill is to be placed on residential lots or building pads, the fill is to extend laterally outside foundations a distance equal to the depth of structural fill. Compaction testing to confirm proper compaction is recommended. Visual inspection is also required to confirm stability and the lack of soft, deflecting, or rutting areas. Fill can pass compaction tests and still be rejected if it fails visual inspection. Below this depth it is recommended that slopes not exceed a vertical to horizontal ratio of one to one. The ability of soils to maintain a vertical or near vertical slope over any extended period can be quite variable. This information is provided for planning purposes. It is our opinion that maintaining safe working conditions is the responsibility of the contractor. Jobsite conditions such as soil moisture content, weather condition, earth movements and equipment type and operation can all affect slope stability. All excavations should be sloped or braced as required by applicable local, state, and federal requirements. Pavement Section R -Value samples were gathered, and a single sample selected for testing. The specialty soils lab reported an R -Value of greater than R=25, the maximum value SITE recommends for design on residential projects. Pavement sections were calculated based upon an R -Value of R=25 and Traffic indexes of TI=6 and T1=8. The results are shown in the table below. Materials meeting the requirements of ISPWC & ACHD are required for all work within this project. Percolation testing was performed at the contact with the sand / gravel layer. Based upon these results a percolation rate of P=2 in/hr. is to be recommended for design of facilities that extend six feet below the existing ground surface. Confirmation of perc rate at the time of construction by field testing is recommended. Geotechnical Services / Soll Testing & lnspectlon Services SITE /CONSULTING, LLC Residential Foundation System Post Office Box 190537 - Boise, Idaho 83719 site.consulting.idaho@gmail.com - 208-440-6276 The proposed single-family residential structures may be supported on conventional, continuous, and isolated pad foundations founded upon the native soils or upon structural fill extending to these soils. Based upon proper placement and compaction of structural fill, bearing pressures of up to 1500 psf are allowed for foundations founded on the native soils or upon properly placed and compacted structural fill. Either crawlspaces or slab on grade floors are acceptable but slab on grade floors will eliminate the possibility of water accumulating in crawlspaces. Basements may be feasible but will require a lot specific geotechnical evaluation. If clay soil, wet soil, or deflecting soil is present at the foundation support elevation a geotechnical engineer should be retained for site specific recommendations. Foundation drains are required within this development. Roof runoff is not to route through foundation drains. Foundation embedment depth is to be at least 24 inches below outside adjacent grade. Foundations that are outside crawlspaces are to be sealed / waterproofed with brush or spray on foundation mastic. No basement is allowed without lot specific geotechnical/groundwater study. Slab on Grade Concrete Care must be taken so that all excavations below both interior and exterior slab on grade concrete are properly backfilled in accordance with the structural fill recommendations. Trenches and wall backfill areas are to be filled in lifts and benched each lift so that fill is not placed against a vertical soil face greater than three feet tall. Testing is to confirm that compaction has been achieved. Areas of excessive yielding should be excavated and backfilled with structural fill. Any fill used to increase the elevation of slab on grade concrete should meet the requirement for structural fill. Concrete pavements should be placed atop a mat of at least six inches of granular structural fill materials. Mat material should all pass a 3/4 -inch sieve and should contain less than seven percent passing the # 200 sieve. The mat shall be compacted to the requirement for structural fill. No bedrock formation was encountered on the subject property. Well logs from IDWR indicate the high static water level may be as high as five feet below the existing ground surface. Contractors may use the onsite monitoring wells to assess the groundwater prior to proposing on or beginning constructions. Wells are to be protested during construction and can only be removed with permission from the client and SITE. Inspection & Testing A qualified engineer or his representative should monitor fill placement to ensure the work is performed in accordance with these recommendations. For mass filling, field nuclear moisture - density testing shall be performed on each lift of compacted fill, one each filled residential lot or building pad. Trench backfill and right of ways are to be tested to ACHD and / or ISPWC requirements. It is noted that structural fill can pass compaction tests and still be unacceptable if pumping, rutting, or deflecting under vehicle or foot traffic.
